Southern states lost $117.8 million in
federal funds last year, and may lose more
in the coming years, the Southern
Growth Policies Board vice chairperson
said Friday.
State Sen. Willis Whichard. of
Durham told a UNC alumni reunion that
federal-aid formulas have changed,
directing money to Northern cities away
from the South.,
The new formula use lack of growth
and the amount of old housing instead of
poverty as criteria for a city's financial
need, Whichard said.
He said the new f ..nula results in
windfall for cities which receive increased
funding because they have a large number
of old houses, evei though they may be
wealthy communities.
"For example. Oak Park, 111., received
a 400 percent increase (in funds) even
though their poverty rate is only 3.3
percent," Whichard said.
"Meanwhile, Atlanta, with a 1 6 percent
poverty level, got only a 12 percent
increase in money," he said.
Whichard attributed, the emphasis on
Northern cities to the South's loss of
congressional seniority in recent years.
He cited several myths which have led
to a move away from funding the South,
such as the idea.that the South is draining
federal funds and industry from the
N orth.
"Actually, a General Accounting
Office report shows the North is the No. 1
recipient of funds compared to other
regions," he said. "Also, businesses have
expanded and new ones have . been
created, rather than businesses moving
from the North to the South."

Howard Lee,, the secretary of the NIC
Department of Natural Resources and
Community Development, said he is
disappointed with the trend of favoring
the North.
"This deprives small cities in the South
of the opportunity to prepare for the
growth which is inevitable." lee said. .
Tm not saying cut off funds to New
York City. 1 just think we should fairly
distribute funds so we can solve some of
the (small city's) problems while they are
still solvable."
The Southern Growth Policies Board ,
is a research and information group
headed by Gov. Jim Hunt. The original
chairperson in 1974 was then Gov. Jimmy
Carter of Georgia.
Whichard said the multistate group is
not equipped to lobby for changing the
federal-aid formulas, but he said it will do
research and gather data to provide
information for legislators and lobbyist

Preyer:; King conspiracy possible
WASHINGTON (AP)- A key member of the House Assassinations
Committee said Sunday there is evidence which, if it checks out. would show
there was a conspiracy to kill Martin Luther King Jr.
U.S. Rep. Richardson Preyer of Greensboro, who is chairperson of the
subcommittee on the John Kennedy assassination, made the statement in an
interview on the CBS television program Face the Nations Y
Preyer, citing the deaths of witnesses over the years since the 1968 killing,
replied: "It's going to be difficult to prove, tt may be that we can only prove an
association rather than a convictable conspriacy."
Angels outfielder Bostock gunned down
GARY, lnd. (AP) California Angels outfielder Lyman Bostock, one of
major league baseball's highest-paid players, died Sunday of a shotgun blast
fired into a car in which he was riding with the wife of the man arrested for the
shooting, police said. ' . ; .

whose husband. Leonard. 31. was arrested in the shooting.
Police said Smith, who was identified by his wife, was arrested at his home
Sunday about six blocks from where the shooting occurred. Charges were not

Broughton report critical of Hunt
RALEIGH (AP) The N.C. Department of Human Resources has released
a report that criticizes Gov. Jim Hunt's practice of overseeing appointments to
key positions at Broughton Hospital in Morganton.
The report said political interference "has led the staff to feel harassed, at
times demoralized, and even intimidated to the point of feeling that to speak
out is to be destroyed." '.
Some jobs that used to be filled by the hospital administration must now be
cleared by the governor.
A spokesperson for the governor's office said it is the responsibility of Hunt
and the Department of Human Resources to see that the hospital is run
properly "and that included seeing who is hired."
Cosmonauts set new orbit record
MOSCOW (AP) Two Soviet cosmonauts, sipping an herbal cure-all and
rarely using their first-aid kit, on Sunday became the first men to orbit the
Earth for more than 100 days.
A Soviet doctor monitoring their condition reported that after passing the
crucial six-week hurdle in mid-summer the health of Vladimir Kovalenok and
Alexander Ivanchenkov reached a stable level and "we are fully satisfied with
their state of health." '
He said the two men, aboard the Salyut 6 space station, very seldom use the
first-aid kit and prefer to drink eleutherococcus, an herbal tonic that he said
"combines good food and medicinal qualities."
The cosmonauts were launched June 15 and broke the world space
endurance record of 96 days last Wednesday.

Secretary of Ste Cyrus Vance
completed his five-day Middle East tour
Sunday by meeting with Syrian President
Hafez Assad and Hew home without
gaining. the Arab support he sought for
the Camp David peace accords.
In a brief airport statement before
departing. Vance said he agreed with
Assad that dialogue between Svria and
the United States should continue in the
hope of achieving peace.
Speaking privately. U.S. officials said
Vance had hoped only to persuade Assad
to soften his opposition to the Camp
David agreements so other Arab
governments might find it easier to accept
them. But senior .Syrian sources said
Assad told Vance it was impossible for
Syria to change its position.
The meeting originally had been set for
Saturday. It was put- off because a
meeting, of Assad and other hard-line
Arab leaders-opposed to the current U.S.
peace intiative lasted longer than
expected.. Assad asked for the
postponement, and U.S. sources said
Vance considered canceling the trip but
decided to come heie rather than risk
offending the leaders of Saudi Arabia,
who helped arrange the session.with the
Syrian leader.
In Jerusalem, meanwhile, the Israeli
Cabinet approved the Camp David
accords, which are to be submitted to
parliament for ratification this week.

In Kuwait, the daily Al-Qabas
newspaper reported that Assad and
Yasser ' Arafat, head of the Palestine
Liberation Organization, plan to go to
Saudi Arabia to brief Saudi leaders on
last week's anti-Camp David summit in
Damascus. Arafat and Libyan leader
Moammar Khadafy had flown from
Damscus to Jordan Friday to enlist
King Hussein's support, but he turned
them down.
I n a speech ending the meeting of Arab
hard-liners Saturday, Assad called Camp
David "the summit of surrender" and
urged all Arab nations "hot to adopt this
treasonous line."
Vance was greeted in Damascus by
Foreign Minister Abdul Halim
Khaddam. Leaders of the hard-line Arab
states were leaving. Damascus when
Vance arrived, and his plane was shunted
off to a remote section of the airport to
avoid the ceremonial departures of the
Arab officials. - Securin was tight, and
Syrian soldiers lined both sides of the 12
mile routeJ'rom the airport to the capital.
