I II 5 v n fr A M H to fund Cone Creejf By Susan Garrett The Orange W ater and Sewer Authority approved its budget Thursday for the 1980 1981 year. : Everett Billingsley, executive director of OWASA, said the budget would be more than $5 million. If the budget is carried out as proposed, and if the Army Corps of Engineers issues the necessary permits, OWASA plans dam construction at Cane Creek to begin in ; 1931; : Flo Garrett, chairman of the OWASA board of directors, said $265,000 of the budget would be for the Cane Creek Reservoir Project ' Other funds for Cane Creek will come from a special projects fund, an ongoing $24 million fund shared with three other projects. Money for the 1980-1981 budget will come from several sources, including funds from previous years, Billingsley said. These funds will be spent in two areas: for maintenance of the water system and for OWASA's share of a project ordinance. Approximately $2.3 million of this budget will go into the larger Special Projects Fund as OWASA's share of the project ordinance. Billingsley said the remainder of the $24 million special projects fund would come from federal and state grants (more than $10 million), assessment - proceeds. restricted funds and the anticipated sale of nearly $10 million in revenue bonds next summer. Garrett said .the restricted funds total about $1.4 million and have been accumulating. A portion of these restricted funds comes from a trust set up by the University eight or nine years ago. The $265,000 to be spent on Cane Creek this year comes from this fund. OWASA plans to spend more than $10 million on a water supply augmentation project one of vfour special projects, Billingsley said. That project is the proposed construction of the Cane Creek reservoir, which would supply water for this area. : A small percentage of this $10 million will go for improvements on the Stone Quarry site near Pittsboro. The remainder of the special projects fund is for three other projects: improvements on the Mason Farm Waste Treatment Plant. water treatment for sludge disposal. sewer assessment projects (extension of sewers into problem septic tank areas.) Approximately $10 million will be spent on the Cane Creek Project, Billingsleysaid. Garrett added that the amount is subject to change after the project is actually under way. OWASA spent $152,000 last fall for the purchase of mitigation property near the Cane Creek Reservoir site. The committee, . made up of town government officials from Chapel Hill and Carrboro, area; developers and UNC students, also suggested the housing code be enforced more strictly to keep residential buildings from becoming substandard and that a new housing officer be created. One reason for the housing problem is the town's zoning laws. "Chapel Hill's zoning ordinance appears to discourage the construction of multi-family Tental housing," the report said. Making the special-use permit procedure quicker and more simple would give developers more incentive to build apartment houses, the report said. . In addition to the change in the zoning ordinance, the committee suggested that a "housing ombudsman" similar to one in Durham be created to coordinate housing projects.
