PEKING (AP) China's Parliament on Wednesday

country.
By a show of hands, the vote by the National
People's Congress was 3,220 in favor of abolishing
Article 45 cf the constitution. One delegate abstained.
No dissenting vote was cast.
Article 45 guaranteed the "four greats" the right to
speak freely, air views fully, engage in debates and put
up big character wall posters. These rights were added
to the constitution during the 1966-1976 cultural
revolution.
The constitution already guarantees freedom of
eech, and China's current leaders have said wall
s
posters were being used by dissidents to undermine
stability and unity and to slander innocent people.
What China needs, they say,' is a peaceful
environment for modernization.
Many of the leaders, including Vice Chairman Deng
Xioaping, were harshly criticized in wall posters.
Before the congress adjourned, it gave formal
approval to the earlier announced appointments of
Zhao Ziyang as premier and three new vice premiers.
Ratification of the four men put the final official seal
on Deng's modernization program that calls for a
collective leadership instead of worship of the late
Chairman Mao Tse-tung and for production ahead of
politics. '

drive were submitted earlier to the Central
Committee of the Chinese Communist Party.
Hua, Mao's handpicked sucessor as party chairman,
had been the nominal head of the government for
almost four years. Deng, as senior vice premier,, had
been the dominant force. Both retained their important
party positions.
Approval of the changes by the congress was a
formality. The names of the three new vice premiers
had not been disclosed earlier. They are Huang Hua,
foreign minister, Yang Jingren, minister of nationality
affairs, and Gen. Zhang Aiping, deputy army chief of
staff.
The deputies also accepted the resignations of six of
the 18 vice premiers and reduced the number of such
positions to 14.

CGC Speaker Cynthia Currin said any
student interested in serving on one of the
new committees may apply for a position.
Students will be chosen on the basis of their
experience and their reasons for wanting to
serve on a committee, she said.
Several other Student Government
appointments were made at the meeting. Beth
Earlowe was approved as student health
advocate, Jane Hornaday was made student
services commission director, William
Rhodes was chosen as a Supreme Court
justice and Scott Norberg, Sandy Cockrell,
Chris Holmes and Carol Fri were picked as
Audit Board members.

Belkin said. The amendment also allows for
small cluster housing and small lot
subdivision, both of which would increase
housing opportunities, he said.
The ordinance takes effect immediately,
but because there has been no rezoning for
the area affected by the amendment,
developers will have to present their
proposals for the board's approval, Belkin
said. He said the zoning board will present a
residential rezoning proposal to the aldermen
in November that will allow for a systematic
rezoning of present districts;. :.-
Although Belkin said he could not reveal
the names of any potential developers for '
rezoned areas, he admitted there was a
"considerable amount of interest by

"Indirectly, (the amendment) will
generally stimulate developers because (they)
will develop more to meet the needs of the
market," Belkin said.
With a temporary 10-day restraining order,
Wendy's in Carrboro opened for business
Monday at noon.
Shannon Julian, chairman of the Board of
Adjustments, said representatives of the
board and of Wendy's met Sept. 7 and were
unable to agree on revised curb cuts and, on
whether left-hand turns into Wendy's would
be allowed.
According to Drakeford, members of the
Board of Adjustments were summoned to
Raleigh Wednesday by State Supreme Court
Judg James Pou Bailey to discuss the issue.
When Wendy's representees and an attorney
representing the Board of Adjustments go
before court again next week, the board will
ask that court considerations be postponed
until after the board meets on Sept. 17 to
discuss the matter further, Julian said.
In other action, the board approved a
resolution of final plans for the Jones Ferry
Road bikeway construction.
University police still are investigating the Sept, 5 armed robbery cf the
Pine Room Cafeteria.
St. Robert L. Porreca refused to comment on the investigation, but said
the police were very concerned because this type of crime was rarely seen at
UNC.
Almost S3, (XX) was taken from the cafeteria safe after a robber pulled a
handgun on Pine Room Assistant Manager Jim Vann.
Vann described the robber as a very stocky black man, 23 or 24 years old
and about 5 feet 6 inches tall.
First lady campaigno in Charlotte
CHARLOTTE (AP) First lady Rosalynn Carter, beginning a brief
southern campaign swing Wednesday, defended the president's refusal to
join an initial three-way debate and predicted he will hold his political base in
the South.
"The people of the South know what kind of president Jimmy Carter has
been," Mrs. Carter told reporters. "And I think the South will be with us
again."
Mrs. Carter said the president "is sticking by his guns" in agreeing to
include independent candidate John Anderson in a presidential debate only
after he meets Republican nominee Ronald Reagan in a one-on-one session
first.
"We look forward to the debate with Gov. Reagan. I hope there are a lot
of them, and I hope they are soon," she said.
Mrs. Carter spent about two hours in Charlotte and spoke to a crowd of
about 2,000 during a lunchtime rally at a downtown plaza.
Her appearance was billed by Democrats as the official kickoff of the
president's fall campaign in North Carolina, a state where he is generally
considered to hold the upper hand over Reagan.

The money was spent on an all-campus
party sponsored by Henderson Residence
College, Olde Campus, the Carolina Union
and Student Government. A summer CGC
can provide the funds for a party through the
approval of the finance chairman. Preston
said he did not think the party violated any
treasury law.
"We would have had the party without the
money from WXYC's account," Preston
said. "However, we couldn't have had nearly
as good of a party."
Saunders said Wednesday that since a
program to provide money for summer social
events was eliminated by the CGC last spring,
he thought the "illegal" money would be put
to good use to pay for a summer party.
"It never crossed my mind to investigate. It
was the explanation we received from
WXYC," Saunders said. "I wish we had
known then."
