MOSCOW (AH Soviet President Leonid
I. Brezhnev said Tuesday that Soviet city
d Aeiiers were not receiving enough meat and
milk and called for a new food production
program to help feed the nation.
"Improvement of food supply comes first
among the questions on which the living
standards of the Sloviet people depend,"
Brezhnev, 73, said in a speech at a plenary
session of the Communist Party Central
Committee.
He said that' while overall agricultural
production was increasing, "We still
A.
encounter difficulties in supplying the cities
and industrial centers with such foodstuffs as
milk and meat."
In a speech citing "shortcomings and
bottlenecks" in, the Soviet economy,
Brezhnev was vague about the results of the
1 980 Soviet grain harvest, saying only the
average annual yield was more than 200
million metric ton dit""" the five-year plan
that ended Dec. 3 1
Observers regarded his cautious statement
as a clear sign that the harvest fell well below
this year's goal of 235 million fnv.
for plagiarism occurs when students
omit quotation marks from direct
quotes and only footnote. "This implies
that they have paraphrased a source
when actually they have not," Bledsoe
said.
Though many students like other
students to proofread their papers, if
they are unsure about getting help on a
paper, they should consult their
faculty
instructors, Lindemann said. "When a
student allows another student to do
most of the work, that's clearly
plagiarism," she said.

The changes provided for the
committee representative from the
Division of Academic Affairs to be
selected by an at-large vote by the
faculty members in that division.
Another change made would allow
librarians to vote on committee
members but would not allow them to
serve on the policy committee.
The final amendment added the
Faculty Committee on Research as a
standing . committee of the Faculty
Council. The committee will consist of
nine members appointed to staggered
terms by the chancellor. The committee
will advise the chancellor and other
administration officers on University
policy and how it affects research. ,
The Faculty Council session heard
and approved annual reports from its
Advisory, Grievance and University
Priorities committees. It also authorized
the Educational Policy Committee to
revise and report on any proposed
changes in the undergraduate
curriculum submitted by the dean of the
General College and College of Arts and
Sciences.

WASHINGTON (AP) A former teacher at UNC-CH said Tuesday her
faculty committee was disheartened by the chancellor's refusal of their
proposal for a new minorities affairs office. ,
Toye L. Lewis, a lecturer in the School of Social Work from 1975-1977,
said the group called for establishment of the office after conducting a survey
of black faculty and staff members. N
The survey found that 60 percent of respondents indicated a feeling of
racism in their offices or departments.
Lewis, now an economist working with a Washington, D.C., management
consulting firm, testified at a hearing into the Department of Education's
attempt to cut off federal funds to the UNC system because of failure to
remove alleged vestiges of racial segregation.
Study says risk from pill "negligible'
PHILADELPHIA (AP) -The risks to women from birth control pills are

The 10-year study, conducted by the Kaiser-Permanente Medical Center in
California under an $8 million grant from the National Institutes of Health,
was released Tuesday, the 20th anniversary of the date the pill was first put
