retroactive federal hiring freeze Wednesday, ruling that thousands of people
who were told between November and January that they had jobs waiting had
not, in effect, been hired after all. 1
Reagan, who imposed the freeze as his first official act as president, said it
was a first step to "controlling the growth and size of government and stepping
the drain on the economy by the public sector."

police searches in Atlanta Wednesday, but their cases have net been turned over
to the special unit set up to handle the investigation of 20 dead and missing
black children since July 1979. .
Dempster D. Williams, 10, of southwest Atlanta, was last seen at his home
at 8 p.m. Tuesday and was reported missing within hours, police said. Tennal
Heard, 14, of northwest Atlanta, was last seen at 3:30 p.m. Tuesday at a down
town park trying to catch a bus to suburban College Park. ,
Norberg 'appoints four .

Student Body President Scott Norberg an
nounced the names , of his four executive
assistants Wednesday and explained how he
had changed the duties of these positions.
Deborah Houston, Tavia Hutchins, Danny
McKeithen and Barbara Rosser were selected
for Norberg's top four positions.
Hutchins and Houston are relatively new
faces in Student Government, while McKeithen
and Rosser held top positions under Bob
Saunders last year. McKeithen served as the
assistant to the chancellor's committee co
ordinator last year, and Rosser was head of
the Academic Procedures Committee.
McKeithen; a junior from Charlotte, will
be chancellor's committee coordinator. Be
sides overseeing the chancellor's committees,
he will handle a special project that will try to
increase wages for workers in Student Gov
ernment, The Daily Tar Heel and other student
groups.
Rosser, a sophomore from Atlanta, will serve
