in that belief if we had some evidence."
Hill had been considered a runaway
by Atlanta police, who turned his cszz
over to their missing persons bureau
rather than the special task force investi
gating the deaths and disappearances cf
22 other black children since July 1979.

Atlanta Public Safety Commissioner
Lee P. Crown declined comment on the
.case Tuesday afternoon.
Feeel said Hill had been dead "at
least a week," although he could not fix
the exact time cf death. He said it was
possible the youth had been dead since
the day he disappeared.
Hill's body was found Monday after
noon in the Chattahoochee River in
southwest Fulton County, in the same
general area where seven other dead
children were found.

The distribution of aid to underdeveloped countries Is a po
litical weapon to reward cur friends and punish our enemies,
.said Washington lobbyist Barbara Howell Thursday to a group
of students and townspeople in Howell Hall.
' Howell is the bsues analyst for Bread for the World, a New
York-based Christian group organized to help eliminate hunger
in the United States and abroad. Her speech, "Food: Humani
ty's Need, America's Interest," was part of Great Decisions, a
national annual eight week program sponsored locally by several
' campus and community groups.
V She said the United States ranked only 15th of the top 17 in
dustralizcd countries in the amount of aid given annually.
."The proposed budget promises to erode that even further,"
she said.. - ...
The United States has a moral obligation to respond to the
problem of hunger, Howell said. Alleviating hunger and poverty
might be crucial for national and global security since they are
a source of social and political unrest.
She said the United States also had an economic interest in
Maia,
giving aid because of our dependency on raw materials in de
veloping countries and their value as a rapidly growing export
market. .
She criticized the current administration in Washington for
refusing to face the hunger problem. She said the United States
politicized its humanitarian goals, blamed the poor for their
own condition and was shifting attention away from human
rights issues.
Government officials such as Secretary of State Alexander
Secretary of Agriculture John Clock and N.C. Senator
Jesse Helms support policies that would make developing
countries more dependent on the United States for food Instead
of helping them become more self-sufficient, she said.
Howell also attended the Campus Y Hunger Action Com
mittee's CROP lunch Friday, where she answered questions
and talked about the Break for the World group. The lunch is
a weekly meal of combread and beans, prepared by the Pine
Room, which rakes money for CROP, aa international hunger
relief organization.
Howell is a native of Winston-Salem She has worked as a
journalist in South Asia and has worked with Bread for the
World for six years.
