The Board of Governors approved a system
wide tuition increase- and voted to increase
health service and athletic fees when it approved
the semiannual budget for the 16-campus UNC
system Friday. -
The state legislature passed a bill requiring the
university system to increase tuition by 9 percent
for in-state students and by 20 percent for out-of-state
students. Increases for in-state students
ranged from $43 to $72 and from $101 to $186 for
out-of-state students.
Tuition varies at each school because it is
based on enrollment and the field of study at
each university. Those universities with graduate
programs must charge more for tuition.
But tuition for UNC-Wilmington and UNC
Asheville will decrease to make the cost of at
tending these schools equal to that of attending
the other institutions that offer only a bachelor's
degree.
In addition, the board increased the general
fees at 14 campuses including UNC-Chapel Hill .
upon request of the participating Chancellors
and the President of the UNC system William C.
Friday.
"The changes in general fees reflect the effect
of inflation on operating costs and new programs
activities and expansion of existing services,"
said James E. Holmes, Budget and Finance Com
mittee chairman.
HughS. Buchanan, Jr., associate. vice presi
dent for finance, said the health services and
athletic fees would be raised, but the student ac
tivities fees would not be affected.
The BOG also raised application fees from $10
to $1 5 so universities could increase their efforts,
to recruit students by providing more public in
formation about the schools.

campuses for operating expenses, three of eight
priority expansion programs received funds. The
remaining five programs must wait for the legis
lature to reconvene in the fall before appropri
ations will be made for these projects.
Additionally, $39.2 million of the $48.3 million
allocated for capital improvements was desig
nated fdf the construction of new buildings and
major . building additions. UNC-Chapel Hill
received $7.7 million for laboratories replacing
the chemical teaching laboratories.
Commenting on the UNC desegregation settle
ment, Friday told the board that he already had
implemented the consent decree that ended the
11-year-old dispute between UNC and the fed- ,
era! government
"The program set forth in that document is go-'
ing to be the program we will follow in the next
five years," Friday said. "The very day after the
decree was signed, we began its implementation."
Friday added that each of the 16 chancellors
were committed to implementing the decree: Fri

to see that promises made by the university were

John R. Jordan, chairman of the board, said
everyone would not be satisfied with the consent
cjecree. But he said people have contacted him
who favored the settlement.
Eight recently re-elected and elected board
members were officially sworn into office by
Susie Sharp, retired Chief Justice of the North
Carolina Supreme Court Theie-elected members
.were Julia T, Morton of Linville, Geneva Bowe of
Murfreesboro. Philip C. Carson of Asheville,
David J.. Whichard, II of Greenville, and Martha
McNair of Winston-Salem. They will serve for
four years.
The newly elected members to serve eight
year terms are: Walter R. Davis, Midland, Texas;
R. Phillip Haire, Sylva; Asa T. Spaulding. Jr., of
Durham; and William K. Woltz, Mount Airy. -
