Jim Hunt told Japanese government and industry officials in Tokyo Monday that North Carolina was the best location. in the United States for foreign investment. Hunt said North Carolina had the lowest construction costs in the nation. He also pointed . to the state's new $24-million microelectonics center, en couraging research and manufacturing in computer technology, and the recently announced establishment of a biotech nology center. Three legislators suspended Jro The Associated Press LONDON Three Northern Ireland Protestant legislators, enraged over Britain's failure to contain IRA violence, screamed abuse in the House of Commons Monday and one threatened to make the province "un governable." They were suspended indefinitely from Parliament. Police with specially trained dogs, meanwhile, hunted in and around the British capital for a huge cache of ex plosives in what Scotland Yard called the biggest search of its kind. They said they believed 500 pounds of gelig nite were hidden by Irish Republican Army guerrillas responsible for a recent wave of bombings in London. In Belfast, the IRA issued a statement on its assassina tion of Protestant legislator the Rev. Robert Bradford in Belfast last weekend, saying people who whipped up anti-IRA sentiment "cannot expect to remain immune forever." Protestant legislators denounced British pleas for calm and said they would set up vigilante-type groups unless Britain cracks down on the outlawed, predominantly Roman Catholic, IRA, which for 12 years has waged a bloody campaign to drive the British out and unite the province with the mainly Catholic Irish Republic. There are 12 ' seats for Northern Ireland legislators in ttie Commons all but two held by Protestants. Paisley said he believed other Northern Ireland mem bers of Parliament would be slain by the IRA "before Christmas." Outside Parliament, Paisley declared, "We can make Northern Ireland ungovernable and show to Mrs. Thatcher (the British Prime Minister) she cannot govern except with the (Protestant) majority." Paisley plans a huge rally in Belfast next Monday to demonstrate Protestant-anger at Britain's failure to con tain the IRA and fears that London intends ultimately to hand over the Protestant-dominated province to the mainly Catholic Republic of Ireland. Hinckley Jr. jammed the lock of his cell door and hanged himself for three to five minutes before federal marshals reached through a cell window and cut him down, the Justice Department said today. Department spokesman Tom DeCair said, "We believe he jammed the lock with a piece of cardboard Sunday afternoon." DeCair said Hinckley, who tried to hang himself with a rolled up fatigue jacket, was in the Fort Meade, Md. army post hospital Monday and had a breathing tube in his throat, which has prevented him from speaking. "But he is responding to verbal and non-verbal stimuli," DeCair said. DeCair said earlier that marshals had seen him begin the suicide try at 4:55 p.m. Sunday: The spokesman said Hinckley, 26, was semi-conscious and suffering from hypoxia, or oxygen deficiency, when he arrived at the hospital at the army base but was in satisfactory condition with "no serious injury of any kind." Reagan invites union leaders NEW YORK (AP) President Ronald Reagan, conspicuously not invited to address an AFL-CIO convention this week, is trying to "reach out" to labor by inviting federation President Lane Kirkland and the group's policymakers to meet with him in the Oval Office. Robert: Bonitati, special assistant to the president for public liaison, said late Sunday the invitation was delivered over the weekend to Kirkland, in town for today's opening session of the convention Bonitati declined to say whether there was any response from Kirkland, who has been bitterly critical of adminis tration economic and labor policies. WASHINGTON (AP) The Supreme Court agreed Monday to decide how far states can go in outlawing the use of children in sexually explicit photo graphs, movies and plays. The court will consider reinstating a New York law that was found to be an unconstitutional infringement on free-speech rights since it could ban even non-obscene performances by children. Nineteen states have similar "kiddie pornography" laws. The court's study of what is viewed as a rapidly growing problem comes at a time when Congress also is being asked to help by providing more law-enforcement money to combat the sexual exploitation of children. Students and faculty will be asked to donate the money they would have spent on food to Oxfam-America, an interna tional organization that combats world hunger through self-development agri cultural programs and emergency famine assistance. - . - . Oxfam directs major projects in Third World countries, Whitticar said, helping those nations develop their own resources and increase crop yield. The organization was founded in 1942 to aid countries ravaged during World War II. '. A total of $ 1 ,200 was" donated Jduring the first local Oxfam fast in the fall of 1975, Whitticar said. Last year the fast raised about $3,000 locally. Whitticar said she hoped the same amount would be raised this year.
