Work on cancer center begins

Work on a new University cancer
research center building is under way and is
scheduled to be finished by June 1984,
Assistant Director of the Cancer Research
Center H. Shelton Earp said last week.
The building is being funded by $3.2
million from institutional funds, a SI. 37
million grant from the National Cancer In
stitute and $3.83 million in private dona
tions. The Cancer Resarch Organization now
operates under the School of Medicine. But
more space is needed for labs, Earp said.

(new) building is to promote the translation
of advances in the basic sciences into ap
plications in the clinical setting, both in

The United States Department of Agriculture is giving away
cheese -30 million pounds of it.
The government surplus cheese would have spoiled in federal
warehouses, but the USDA decided to make it available to the nation's
poor.
Jay P. Davis, director of food distribution for the N.C. Department
of Agriculture, said recently that North Carolina's share of the process
ed American and Cheddar cheese would be delivered to state
warehouses in Salisbury and Butner in about a month. .
The cheese will then be shipped to individual counties with distribu
tion plans. County social services departments will handle storage and
distribution, Davis said.
North Carolina was allocated 777,760 pounds of cheese not enough
to meet demand. Ninety of the state's 100 counties submitted requests
for cheese totaling 1.35 million pounds, almost twice North Carolina's
share. .- ' .''..
Late requests from the remaining 10 counties also will be considered,
said Chuck McLendon, a spokesman for the state Department of
. Human Resources.

ministrative offices. It will be located
behind the Faculty Laboratory Office
Building between Manning Drive and King

The completion date for the new Walter
R. Davis Library, originally September, is
now undetermined because weather condi
tions last week have slowed construction.
"This time of year, you never know
what you can do," said Selwyn N. Bryant,
director of the Department of Engineering
and Construction. After the new library is
finished, Wilson Library will be renovated.

Davis said eligibility for the free cheese will be determined by the
criteria used to issue food stamps. Families with one to three people will
get five pounds; those with up to six people will get 10 pounds; those
with up to eight people will get 15 pounds; and families with more than
nine people will get 20 pounds.
The government said recently that there were no additional funds to
pay for the distribution and storage costs. "We're encouraging counties
to use volunteers and civic and other organizational groups," said John
Syria, director of the state Division of Social Services.
Local officials said Orange County would store the 3,990 pounds it
requested in a refrigerated truck at the -social services office in
Hillsborough. Tom Ward, director of the Orange County Department
of Social Services said the truck was donated by Roy Wilkerson, a local
grading contractor. . '
Ward said Social Services would mail authorization forms for picking
, up the cheese to all food stamp recipients. Those who want the cheese
should bring the authorization forms to the Hillsborough office and
pick up the cheese there. Ward said volunteers may be needed to get
cheese to residents of the southern part of the county.

Recent reports confirm that construction
on the new art department building will be
completed by September as planned. The "
building, next to Ackland Art Museum
will contain faculty offices, studios,
classrooms, a library and a lecture hall.
But because of the "poor availability"
of some equipment, . construction on
Phillips Hall, which was scheduled to be
completed by this spring, will be delayed
until earfy next fall, said Kurt Lent, con
struction and renovation design technician.
The mathematics and physics libraries
will be expanded, and office space will be
added.

to begin series
about planning

Orange County Manager-Kenneth Thomp
son will lecture on planning at 1 p.m. today in
New East Hall.
Thompson, county manager since October,
will speak on "Background Experiences of the
Orange County Manager in Planning."
The new manager said he was experiencing
"a period of introduction" in many areas,
although his past job experience includes being
management and budget analyst for Dekalb
County in Georgia and manager in Burke
County for the last two years.
All the speakers in the series are new to
Orange County, said Shirley Weiss, professor
of city and regional planning.
Weiss, who coordinates speaking programs
for the department, said department members
worked closley with pfficals downtown. The
sessions will give the new administrators a
chance to familiarize themselves with the
department and its students.
- The talks will be brief, and informal and
open to the public. They should be of interest
to. students in a variety of major fields, in
cluding political science, economics and
sociology, because they will cover such sub
jects as housing employment and jobs, she

The series will also feature lectures by
Richard Hunter, Carrboro town manager;
David Taylor, Chapel Hill town manager, and
Jesse White, executive director of Southern

Top Soviet ideologist dies
MOSCOW (AP)-The death of ICremfin ideologist Mikhail Andreycvich
Suslov, a powerful member of the Soviet Union's ruling Politburo, has left a
void in the aging leadership already plagued by growing problems at home and
abroad.
Soviet television reported Tuesday that the 79-year-old Suslov died the
previous afternoon, four days after suffering a stroke. He will be buried in
Moscow's Red Square beside other famous communists, the broadcast said.
Suslov was known in the West as a powerful but mysterious man who work
ed closely with Soviet President Leonoid L. Brezhnev, now 75. To his coun
trymen, Suslov was the guiding ideologlist of the Soviet Communist Party,
which dominates every aspect of Soviet life.
Priest fights sexless marriage
CHICAGO (AP)-Larry Bonvallet, bound to a wheelchair, says he can have a
good marriage without sexual intercourse. But the Catholic Church says if he is
impotent, a priest cannot perform the wedding.
"We have a certain understanding of what marriage involves," including
sexual relations, said the Rev. James Nowak, deputy chief justice of the mar
riage tribunal of the Diocese of Joliet.
"If someone is not capable of that land of relationship, he's not capable of
marriage," Nowak said. "All we are doing is expressing the law of nature.
"We're just saying this is what is considered an essential part of a relation
ship." But Bonvallet, who was paralyzed after a fall five years ago, said he
disagreed when he talked with Nowak.
