Touring Sofia Orchestra
to perform this Sunday
The Sofia Philharmonic Orchestra,
on tour in the Clnited States to
celebrate the 1,300th anniversary of
the establishment of Bulgaria, will
perform Sunday at 8 p.m. in
Memorial Hall. The orchestra, which
has appeared in 22 European coun
tries and toured the United States in
1978, is under the direction of
Konstantin Iliev.
The program will consist of
Vladigerov's Bulgarian Rhapsody
"Vardar", Tchaikovsky's Violin Con
certo in D major, and Dvorak's Sym
phony 5 in G major.
The soloist for the Tchaikovsky
work will be Mincho Minchev,who
Students, faculty to march at Fort Bragg

About 100 UNC students and faculty
will join a rally at Fort Bragg Saturday to
protest the training of Salvadoran
soldiers there, student organizers said
Thursday.
"We're building a movement of people
protesting U.S. involvement in EI
Salvador," said UNC student Richard
McGough, the Chapel Hill contact for
the Fort Bragg Coalition, which is
organizing the demonstration.
Father Henry Atkins, chief spokesman
for the Coalition and an Episcopal
chaplain at UNC-Greensboro, said, "We
want to make clear our demand that aid
to El Salvador be cut off. We want to
make clear our opposition to the training
of Salvadoran soldiers at Fort Bragg,

Bulgarian government. He joins a
long line of performers such as
Rostropovich, Menuhin and Oistrakh,
who have conducted or played with
the orchestra.
Founded in 1928, the Sofia Philhar
monic plays the standard concert
repertoire. At least one work by a
Bulgarian composer is performed by
the orchestra in every concert to foster
the recognition of Bulgarian music.

demonstration in Fayetteville.
Fort Bragg spokesman Capt. Bill Mad
dox said, "They (the Coalition) have in
dicated that it will be a peaceful
demonstration. That's what they said the
last time, and that's how things turned
out."
A Jan. 1 1 El Salvador protest involving
300 people was held at the base without
incident.
Maddox added that security precau
tions would be taken nonetheless.
"Basically, we'll have a security force to
guide people where they're supposed to
go and to react to any type trouble," he
said.

Groups are being organized at colleges across North
Carolina in objection to the proposed constitutional
amendment to allow state legislators four-year terms.
The UNC chapter of the Keep The Two-Year Term
Committee held an organizational meeting Wednesday.
The Keep The Two-Year Term Committee is a bi
partisan state-wide organization headed by Tom
Gilmore, a former legislator from Guilford County, said
UNC law student Harry Kaplan. Kaplan and Richard
Roper, a junior at UNC-Greensboro and governor of
the North Carolina Student Legislature, are in charge of
organizing chapters of the committee on North Carolina
campuses.
Kaplan said the committee was formed to counter the
traditional apathy of North Carolinians toward consti
tutional amendments. Voters passed 22 of the last 23
proposed amendments. Often voters who were unin
formed or apathetic approved amendments, figuring the
legislature knew best, Kaplan said.
Fayetteville Police Chief Daniel Dixon
refused to comment. "We are taking the
standard procedures for handling this
kind of operation and we are not making
any statement other than that," he said.
McGough said the rally will begin at 10
a.m. in Pope Park, on Rt. 301, with
speakers, music and entertainment. At 1
p.m. a motorcade will travel down Grove
Street to Bragg Boulevard, and protesters
will enter Fort Bragg for a 2 p.m. rally.
McGough and 11 other members of
groups which organized the rally held a
press conference at Sen. Jesse Helms' of
fice in Raleigh Thursday and stated their
views of the crisis in FJ Salvador. Helms
was not there, McGough said.

community on the potential negative impact of the
amendment, which will be voted on this summer, is thev
major purpose of the UNC chapter, said Joe D'Amico,
chairman of the UNC North Carolina Student Legisla
ture. UNC Young Democrats President Michael Renigar
and UNC College Republicans President Steve Long are
the vice chairmen of the UNC chapter of the committee.
"Our committee at UNC will be focusing on informing
students about the issue through leaflets, meetings and
speakers," D'Amico said. He also said he hopes to set
up a campus debate between Gilmore and Henson
Barnes, the Goldsboro senator who proposed the amend
ment. There will be a state-wide press conference in
March.'
D'Amico said two-year terms keep the legislators ac
countable and accessible to the citizens. "The amend
ment would make the General Assembly less responsive
to the needs of the people," D'Amico said. "North
Carolina's governor is the only one in the nation without
the veto power, and the opportunity to vote every two
years is one of the few checks we have on the legislature's

ABT II was formed in 1972 by

"There is no organized support for the amendment,
only unorganized apathy," Kaplan said.
Opponents of the amendment are also concerned be
cause the legislators would be elected during off-year
elections, when voter turnout is traditionally low.

Kaplan said. If there is an NCSL chapter on campus, the
chairman of NCSL will serve as chairman of the com

' The state-wide NCSL group passed a resolution
against the amendment at its January meeting. The
chairman of the Young Democrats arid College Repub
licans also are being asked to serve on the committees.
This method of organization stresses the bipartisan
nature of opposition to the amendment, Kaplan said.
