On Thursday, ERA supporters also gained another boost when the Legislative Research Commission approved the amendment bill, guaranteeing that ERA at least will be con sidered by the full General Assembly. And on Friday, former first lady Betty Ford told about 250 ERA backers at a Dur ham reception that North Carolina could "break the logjam" of opposition to the amendment. ' "By ratifying ERA, North Carolina can tip the other states we need," Ford said. "North Carolina was the first in flight. It can also be the first in support of equal rights for women' Ford said that another 2-year extension of the deadline for ratification of ERA might be possible if supporters fail to win the neces sary approval of three more states. The chances of another extension seem remote, however. The fact that North Carolina may be the first testing ground for the 1982 push in creases the sway that the General Assembly could hold over other states. Victory in this conservative Southern state could mean vic tory nationally, since the amendment has not been passed by any state since 1977. . This week backers gained another boost when at least one of the 28 solid votes against ERA appeared to be wavering. Sen. J.J. "Monk" Harrington, D-Bertie, one of the most active opponents in the Senate leader ship in past fights, said he now was maintain ing an "open mind" and might support approval. Jenny Burford, 18, of Chapel Hill was forced into a car in Chapel Hill and taken to an unknown location in Carr boro, where she was allowed to call her brother, Mark to say she was all right Burford was released shortly after the telephone call. According to state law, sessions of the Ceneral Assembly set for even-numbered years ideally center on consideration of. budget matters. But politically urgent pro posals, such as ERA, and an increased work load from regular sessions mean that legisla tors sandwich other business in between debates on spending. Daniel Long, a staff attorney for the N.C. Ceneral Assembly, said any legislative pro posal still alive from a previous session could be considered. "But the Legislature Research Commis sion can recommend that the General Assembly consider a new bill," Long said. The ERA will be given consideration in the upcoming session by action of the LRC last week. This year's session poses a tough problem for legislators who face primary campaigns in their home districts. The controversy over redisricting pushed their primary date to June 29, which leaves little time for politick ing. Ceneral Assembly members could vote to shorten the session, thus leaving many of the non-budget matters out in the cold. Five pro posed amendments to the State Constitution will also be on the ballot Barbara Strickland, elections supervisor for the Orange County Board of Elections, said Monday that Chapel Hill and Carrboro residents can register to vote through June 1 at either the Chapel Hill Municipal Building on South Columbia Street or the Carrboro ' Town Hall on West Main Street Residents may register between 9 a.m. and 5 p.m. on Monday, Wednesday, and Fri day and on Tuesday and Thursday from noon to 8 p.m. Strickland said a special Saturday registration will be held from 10 a.m. to 2 p.m. at University Mall in Chapel Hill and at the Carrboro Town Hall. Strickland said a new option is available to area residents who wish to participate in the voting but have failed to meet the J une 1 deadline. Beginning June 2 and running until June 24 a "one shot" option will be offered, allowing county residents to register and vote at the same time at the Board of Elec tions office on East Margaret Street in Hillsborough. The Board of Elections office is open weekdays from 9 a.m. to 5 p.m. Students or residents who have moved may re-register by mail by making a written application to the chairman of the Board of Elections. A voter qualified to vote by ; absentee ballot may apply for ballots no later, than 5:00 p.m. Wednesday before the election.
