Israel temporarily stops PL withdrawal
The Associated Press
BEIRUT, Lebanon Israeli warships temporarily
halted the Palestine Liberation Organization's departure
from Beirut Sunday, blocking the harbor in a dispute over
jeeps the PLO guerrillas put on board the ship that was to
take them to Cyprus.
The dispute ended at nightfall when Israel said it had
received assurances from the United States that the jeeps
would be left in Cyprus when the approximately 1,000
guerrillas went on to Tunisia. The Israeli military com
mand in Tel Aviv said the ship was allowed to set sail
shortly before 9 p.m. (3 p.m. EDT), six hours after the
blockade had started.
French Foreign Legionnaires, the advance guard of the
multinational peacekeeping force overseeing the evacua
tion that started Saturday, barred reporters from the port
area.
Israeli spokesman Uri Porat in Jerusalem said that the
ship, a chartered Cypriot ferry called the Sol Phryine, was
free to leave Beirut after the U.S. guarantees.
Porat said if Israel had relented on the jeeps, "the next
thing, they might try and drive tanks on the ships."
The evacuation accord permits each fighter to take one
sidearm a rifle, a pistol, or a submachine gun. It says
the guerrillas must turn in heavy weapons "and equip
ment," but it does not specifically mention jeeps.
Porat said Israel would not object to the inclusion of
women and children on the ships. Earlier Sunday, Israeli

and children, dressed in soldiers' fatigue uniforms, was
one of the reasons for the blockade.
The Israelis also dosed the checkpoints along the Green
Line that divides East Beruit from West Reinitiate Sunday
afternoon. There was no immediate indication of whether
the ban on crossings was lifted when the harbor blockade
ended.
According to Porat, the agreement to allow the evacua
tion to continue was worked out in Jerusalem by U.S. am
bassador Samuel Lewis, who promised Israeli Prime
Minister Menachem Begin a written American guarantee
that the jeeps would be unloaded in Cyprus.
The harbor blockade was only one sign of Israeli com
plaints about the PLO's adherence to the evacuation plan.
In Tel Aviv, the military command reported skirmishes
with PLO fighters east and south of Beirut and accused
the PLO of violating the cease-fire that is part of the
evacuation accord.
The command said three PLO guerrillas were killed in
the skirmish east of Beirut, with no Israeli casualties. Five
Israelis were wounded in the incident south of Beirut,
where an Israeli army vehicle was ambushed near the
Lebanese port of Tyre.
Before the harbor blockade, the evacuation appeared to
be proceeding smoothly . .

Weinberger said Israel "had no right" to blockade the
harbor.
Other administration officials were not as ruffled as
Weinberger. In California, White House spokesman
Larry Speakes said, "We're going to have these things
from time to time."
Israeli television, without naming sources, said U.S.
presidential envoy Philip C. Habib who mediated the
evacuation pact had given his permission for the shipment
of the jeeps without notifying Israel.
According to the evacuation plan, the withdrawal is
supposed to take about two weeks, stretching into early
September. U.S. Marines, Italian soldiers, and more
French Foreign Legionnaires are supposed to arrive
Wednesday, when the majority of the guerrillas will begin
an overland evacuation to Syria.
About 7,100 PLO fighters, 1,500 Syrian soldiers, and
between 2,500 and 3,000 Syrian-commanded Palestinians
are to leave during the 14-day period for havens in Jor
dan, Iraq, South Yemen, Algeria, Tunisia and, for the
severely wounded, Egypt. The U.S. is contributing 800
Marines to the multinational force that is to total 2, 100 by
the time the PLO withdrawal is in its final stages.
The first contingent of guerrillas who left Saturday began
arriving in their places of refuge Sunday.

lowering inflation by restricting the growth

underlying rate of inflation,"" known as
the GNP, gross national product, deflator,
suggests that progress in dampening infla
tion has been relatively slow, the fund
said.

are having problems," said Joe Dan
Osceola, a Seminole from Holly
wood, Fla. "The economic depres
sion has hit the reservation harder
than anywhere else.
"Indians have common problems,
health, education and that kind of
thing. We want to work as a team
to see if we can overcome the prob
lems we're having," he said.
About 50 Indians and a handful
of non-Indians were present for
panel discussions on the media, edu
cation, youth needs, urban and rural
Indians and environmental prob
lems. Most of the tribes represented are
from the Southeast, although repre
sentatives came from as far away as
Alaska.
AFTON Vandals have sliced
the plastic lining of a hazardous
waste landfill where toxic PCB-laden
soil is soon to be stored, officials of
the Warren County Sheriffs Depart
ment said Sunday.
With the help of federal funds, the
state plans to dig up soil along 210
miles of North Carolina roadsides
where oil laced with PCBs was ille
gally dumped in 1978.
The chemical, used in electrical
transformers, has been banned as a
suspected cancer-causing agent.
