2AThe Daily Tar HeelMonday, August 1982 WORLB Briefly Israel temporarily stops PL withdrawal The Associated Press BEIRUT, Lebanon Israeli warships temporarily halted the Palestine Liberation Organization's departure from Beirut Sunday, blocking the harbor in a dispute over jeeps the PLO guerrillas put on board the ship that was to take them to Cyprus. The dispute ended at nightfall when Israel said it had received assurances from the United States that the jeeps would be left in Cyprus when the approximately 1,000 guerrillas went on to Tunisia. The Israeli military com mand in Tel Aviv said the ship was allowed to set sail shortly before 9 p.m. (3 p.m. EDT), six hours after the blockade had started. French Foreign Legionnaires, the advance guard of the multinational peacekeeping force overseeing the evacua tion that started Saturday, barred reporters from the port area. Israeli spokesman Uri Porat in Jerusalem said that the ship, a chartered Cypriot ferry called the Sol Phryine, was free to leave Beirut after the U.S. guarantees. Porat said if Israel had relented on the jeeps, "the next thing, they might try and drive tanks on the ships." The evacuation accord permits each fighter to take one sidearm a rifle, a pistol, or a submachine gun. It says the guerrillas must turn in heavy weapons "and equip ment," but it does not specifically mention jeeps. Porat said Israel would not object to the inclusion of women and children on the ships. About 7,100 PLO fighters, 1,500 Syrian soldiers, and between 2,500 and 3,000 Syrian-commanded Palestinians are to leave during the 14-day period for havens in Jor dan, Iraq, South Yemen, Algeria, Tunisia and, for the severely wounded, Egypt. The U.S. is contributing 800 Marines to the multinational force that is to total 2, 100 by the time the PLO withdrawal is in its final stages. The IMF tries to maintain a stable inter national financial system by lending money to countries that have problems repaying debts to private and government lenders.
