Leftists urged to vote in El Salvador

WASHINGTON The Salvadoran
ambassador to the United States says
time is running out for the leftist in
surgents in El Salvador to come "down
from the hills" as President Reagan
urged and take part in elections.
"They would have to start moving on
it real soon, as soon as next month,"
Ambassador Ernesto Rivas-Gallant said
in a weekend interview.
Reagan told reporters Friday that
"every effort is being made" to persuade
the guerrillas to seek a peaceful solution
and he hoped that "these appeals and of
fers of amnesty will bring some of these
people down from the hills."
"Work back from December," said
Rivas-Gallant. "We are going to have
elections in December. We've got to have
at least four months to campaign. That
brings us back to August. Let's work
back again. You've got to organize a
political party. Work back three months
and it will be May. We're not talking
about very much time, are we?
"If they are going to participate in the
elections, they are going to have to
restructure their political base and they
wouiu nave 10 biari moving on it real
soon, as soon as next month. Not conver
sations next month, but the political par
ties." Rivas-Gallant, like Reagan, appeared
to regard this as unlikely.

people up there in the hills are not just
discontented peasants who have managed
to get their hands on a military weapon.
