Staff Wriler In a session marked by some of the liveliest debate yet in its current budget hearings, the Campus Governing Council Finance Committee proposed that the Carolina Gay Association receive $788 of the $1,307 in Student Government appropriations the group reauested for the 1983-84 fiscal year. If approved by the full CGC, the action would represent a nearly 40 percent cut in the CGA's request. The CGA received a Student Government appropriation of $608 last year. On Monday, the Finance Com 'Budget mittee set the CGA's fund-raising quota at $900. Under the proposal, more than 53 percent of the recommended $1,688 CGA budget would come through fund-raising efforts. The CGA is expected to raise the additional $900 through social events, sale of an information sheet on gay activities and services, and subscription and advertising revenues from the CGA newsletter, Lambda. Committee members Sherri Watson (District 14) and Fred Baker (District 9) proposed the reduced funding, suggesting that CGA co-sponsor the brochure with the Sexuality Education and Counseling Service. The committee recently proposed a 1983-84 budget of $4,633 for SECS, providing funding for such informa tional brochures. Committee member Tim Newman (District 1 1) initially proposed cutting all funding for the brochure. The brochure would only promote CGA membership and would not be in the general interest of the" student body, he said. "I don't think we should publicize membership in a group that is based purely on sexual preference," Newman said. "If you think sexual preference is of general interest, why don't we start a straight association and seek funding for a brochure on it?" he asked. Lee Mullis, a CGA newsletter staff member, countered that the brochure was designed for heterosexuals and did not even have the organization's name printed on it. Newman withdrew his opposition to funding the brochure after Mullis' statement. '83 by committee members who worked on last year's Symposium "America: In Pieces." "Survival Symposium II" will deal with issues pertaining to population, resources and the environment, Mohr said. "If I wanted to know about homosexuals, I wouldn't want to find it in an Orientation package. I'd look it up in the library," he said. ZolUe Stevenson (District 2) said such a brochure would serve an important informational service. "Not everyone is urbane enough to understand every thing about homosexuality," he said. "This provides answers to questions people usually ask." The Finance Committee also proposed that the CGA receive $155 for Gay Awareness Week, $688 for the newsletter Lambda, $60 for an information sheet on area gay activities and services, $25 for publicity of the CGA's Outreach program, $450 for office expenses and $230 for miscellaneous expenses including speaker fees, publicity costs,, literature purchases and fund-raising parties. In other action, the Finance Committee proposed that WXYC receive $16,881 in Student Government appro priations during 1983-84. The radio station had initially requested $18,591. The committee also proposed approval of $3,148 of $6,725 WXYC had requested in capital ex penditures for equipment. In today's hearings, the Association for Women Students will present its budget request at 6:30 p.m. The Judicial Branch will present its request at 9:45 p.m. ple ask questions and consider solutions that woud have more of a long-term, rather than temporary, effect." i Tax said that involvement with the Sym posium would be encouraged. "We'd like to get a lot of people involved, not just to work, but by really reaching out to many out there who are economically minded." The Carolina Symposium originated in 1927 as a means for students to discuss current and long-term issues. The budget for the event will be approximately $30,000, Tax said. The Associated Press MANAGUA, Nicaragua Anti Sandinista exiles from Honruas laid siege to the town of Rancho Grande on Monday, and fighting between rebels arid government troops was reported at other points in northern Nicaragua. The guerrillas in the Nicaraguan Democratic Force attacked Rancho Grande, a town of 5,000 people 138 miles north of Managua, early Friday. Residents reported by telephone Mon day that the town was surrounded, and the insurgents were firing ,50-caliber machine guns and mortars.
