Hews v : - v : . :.' : v -: : " o BOG hikes By JOEL BROADWAY Tar Heel News Editor Tuition will increase by 10 percent for N.C. residents this fall,. while out-of-state students in the UNC system will be facing a 26 percent hike, according to rates set by the UNC Board of Governors Friday. In-state students at UNC will now be paying $480 a year, instead of $436, while non-resident rates will rise from $2,260 a year to $2,842 a year. . The increase in tuition follows the passage of the 1983-85 state budget, which included two provisions that specifically dealt with the tui tion issue, according to Kennis Grogan, asso ciate vice president of finance. "We had a requirement to raise $10 million in tuition receipts," he said. Grogan said that the N.C. General Assem bly had included a second provision, which specified that "the BOG shall fix the tuition of non-residents at rates higher than the rates charged residents." The new rate for out-of-state students was determined by averaging the costs of non-resident tuition at compar able public institutions in other states nationwide. "We used all the flagship institutions of each state," he said. Such institutions as the University of Georgia and the University of California at Berkeley were used, Grogan said. The board found that of the $10 million needed to be raised, more than $6.3 million would be raised by increasing non-resident tui tion to the national average, Grogan said. The remaining $3.7 million needed could be raised by a 10 percent hike for in-state stu dents, he said. . . The BOG realizes the importance of main taining lower rates for its out-ofVstate graduate assistants in order to remain competitive with other institutions, he said. There are about 1,100 graduate assistants at UNC, he added. "The board can set the rate (for graduate assistants) at any rate (down) to the in-state rate," Grogan said. The Board chose to maintain non-resident graduate assistant tuition at the cost of in-state tuition, he said. ' In retrospect, the cumulative increases in tuition since 1977 were almost even, Grogan said. In 1981 in-state tuition had increased by 20 percent and out-of-state tuition increased by 8 percent. .V . , -There was no increase in the athletic, health or student activity fees at UNC, he said.
