2AThe Daily Tar HeelMonday, August 29, 1983 Some officials question Begin announcement Brie The Associated Press WASHINGTON State Department officials believe Prime Minister Menachem Begin is serious about wanting to resign, an action that should lead to smoother U.S.-Israeli relations but probably little change in Israel's basic policies. Although officials questioned Sunday didn't rule out that Begin might be threatening a resignation as a ploy to rally support for his policies, they thought it more likely that the 70-year-old prime minister intended to resign, if not im mediately, then in the near future. "My own feeling is he has just had enough, and he is hanging it up," said one Mideast expert who insisted he not be identified. Begin canceled a trip to Washington to meet with President Reagan in July, citing personal reasons. That led some State Department experts to conclude a resigna tion might not be far off. But officials here and with the president Heat afflicts area OWASA calls for voluntary water conservation By KATHIE COLLINS Staff Writer UNC students may be asked to comply with mandatory water conservation restrictions if the University Lake level drops to 48 inches below full: As of Friday the lake was 42 inches below full and Orange Water and Sewer Authority Executive Director Everett Billingsley released a set of voluntary conservation measures which include limiting showers to four minutes, decreasing the use of washing machines and dishwashers and cutting back on car washing. Larry Speakes, the White House deputy press secretary, said U.S. officials first learned of the development through news reports. State Department spokesman Sondra McCarty said, "This is an internal Israeli political matter and it would not be ap propriate for us to comment on this issue." Begin is thought here to have been in a weakened physical and mental state since the death of his wife last year. There also is informed speculation that he has been depressed by the outcome of the Israeli in vasion of Lebanon, which he supported, and the large number of Israeli casualties, the criticism of the invasion in Israel and Israel's difficulty in extricating itself from Lebanon with its goals only partly realized. Israeli Ambassador Meir Rosenne said Sunday he thought there would be "a final and the students have been very cooperative." He said OWASA anticipates that the return of students this week will have a significant effect on the Orange County water supply. The University uses between Vi million and 1 million gallons of water a day. Billingsley said he is asking students, both on and off campus, to help out by taking short baths and showers, rninimizing laundry and dishwashing, flushing toilets infrequently and by not washing cars. The normal rainfall for the month of July is 4.0 inches, but this July, only 1.10 inches of rain fell in the Triangle area, Billingsley said. Unless the area receives this rain in August, the level of the lake could drop even more. Should the level of University Lake drop to 48 inches enter fighting the fire" with rifles and machine guns, Rowe said. He reported there were no casualties among the defenders and said he did not know if the attackers suffered any losses. The most serious damage was done by one of the grenades when it hit an aban doned building that is part of the check point, Rowe said. He said about 30 Marines were manning the outpost along with a smaller number of Lebanese soldiers. Marine officers assumed the attackers were from the Shiite ' Moslem militia group, Amal, which had fought Lebanese army troops in Beirut's southern districts r If '-'5",, iJl" " Plaza 942-4668 STUDENT AID TWICE A WEEK. Rosenne said on ABC-TV's This Week With David Brinkley that even if there is a resignation, the government becomes a transitional government until there are elections or someone else forms a new government. He said Begin's Likud coali tion would try to name a successor if Begin resigns. The other major party is the Labor party, headed by Shimon Peres. "I think in foreign policy there isn't much difference between the two parties," Rosenne said, an obvious reference to the feeling among many U.S. officials that the Labor party would be more reasonable in trying to work out an agreement to end the Israeli occupation of the West Bank. But a State Department official said Peres might be given the first chance to form a new government since Labor has more members in the Knesset, 50, than the Likud party, which has 48. Three mortar rounds fell earlier, in the, area of the airport held by the 1,200-man U.S. Marines contingent of the' multma tional peacekeeping force, but no Americans were injured, Marine Maj. Several State Department officials, all of whom insisted on anonymity, agreed there would probably be little change in policy regarding the West Bank if Begin resigns, particularly since they expect Begin's Likud bloc would remain in power. "Unless it begins to splinter from its more radical fringe elements, I think it (Likud) will be able to come together and maintain its control," said one. President Reagan on Saturday criticized the Begin government's persistence in building settlements on the West Bank as harmful to the prospects for a negotiated Arab-Israeli peace. Late Sunday, state-run Beirut radio reported that Christian and Druse militia traded artillery and rocket fire in the Aley mountains, six miles east of the capital. Beirut radio and television stations also reported that fighting in low-income suburbs south of the city resumed follow ing a late-afternoon lull. Shiite militiamen opened up with machine guns and rocket-propelled grenades when Lebanese army units tried to enter the areas to restore order after a day of clashes between the soldiers and the gunmen, the reports said. Also in its broadcast late Sunday on the . airport attack, Beirut radio quoted an of ficial military source as saying the shells, f which originally were "thpughto bef ricochets from the nearby fighting, had come from Syrian-held territory in the mountains northeast of Beirut. 1634 E Franklin St., Downtown Chapel Hill Hours: Mon.-Sat. 10-6:30; Sun. 1-5 FREE VALIDATED PARKING All 12 WANTED: PATIENTS WITH ECZEMApsoriasis to par. ticipate in a clinical trial of a new topical drug within the Department of Dermatology at UNC. Divers based on the research vessel Johnson planned to try again beginning before 9 a.m., said spokesman Jack Stringer of the National Oceanic and Atmospheric Aclministration, which is sponsoring the mission with East Carolina University. "I had thought the underwater visibility was so poor that they would have to wait," Stringer said Sunday in a telephone interview from Washing ton. "But apparently it's real nice there now." Today's dive to the wreck site 16 miles southeast of Cape Hatteras will cost about $6,000, he said. If it fails, no further dives are planned. "That's it," Stringer said. "That's the end.
