officials believe Prime Minister Menachem
Begin is serious about wanting to resign,
an action that should lead to smoother
U.S.-Israeli relations but probably little
change in Israel's basic policies.
Although officials questioned Sunday
didn't rule out that Begin might be
threatening a resignation as a ploy to rally
support for his policies, they thought it
more likely that the 70-year-old prime
minister intended to resign, if not im
mediately, then in the near future.
"My own feeling is he has just had
enough, and he is hanging it up," said one
Mideast expert who insisted he not be
identified.
Begin canceled a trip to Washington to
meet with President Reagan in July, citing
personal reasons. That led some State
Department experts to conclude a resigna
tion might not be far off.

Begin is thought here to have been in a
weakened physical and mental state since
the death of his wife last year. There also is
informed speculation that he has been
depressed by the outcome of the Israeli in
vasion of Lebanon, which he supported,
and the large number of Israeli casualties,
the criticism of the invasion in Israel and
Israel's difficulty in extricating itself from
Lebanon with its goals only partly realized.
Israeli Ambassador Meir Rosenne said
Sunday he thought there would be "a final

With David Brinkley that even if there is a
resignation, the government becomes a
transitional government until there are
elections or someone else forms a new
government. He said Begin's Likud coali
tion would try to name a successor if Begin
resigns. The other major party is the
Labor party, headed by Shimon Peres.
"I think in foreign policy there isn't
much difference between the two parties,"
Rosenne said, an obvious reference to the
feeling among many U.S. officials that the
Labor party would be more reasonable in
trying to work out an agreement to end the
Israeli occupation of the West Bank.
But a State Department official said
Peres might be given the first chance to
form a new government since Labor has
more members in the Knesset, 50, than the
Likud party, which has 48. The Likud
rules through a coalition with smaller parties.

a new government," said the official.
"But he may be given an opportunity."
Several State Department officials, all
of whom insisted on anonymity, agreed
there would probably be little change in
policy regarding the West Bank if Begin
resigns, particularly since they expect
Begin's Likud bloc would remain in
power.
"Unless it begins to splinter from its
more radical fringe elements, I think it
(Likud) will be able to come together and
maintain its control," said one.
President Reagan on Saturday criticized
the Begin government's persistence in
building settlements on the West Bank as
harmful to the prospects for a negotiated
Arab-Israeli peace.
The most likely successors to Begin in
the opinion of several officials here are
David Levy, the deputy prime minister,
Moshe Arens, the defense minister and
former ambassador to Washington, and
Yitzhak Shamir, the foreign minister.

Carrboro Mayor Robert Drakeford officially enacted
"Stage One" water conservation measures that became
effective Aug. 22.
The water conservative ordinance of Carrboro gives the
mayor the power to impose stage one water conservation
measures when University Lake is 36 inches below full. As
of Friday, the lake was 42 inches below full.
Stage one conservative measures imposed by Carrboro
are identical to the conservation guidelines suggested by
OWASA.
Late Sunday, state-run Beirut radio
reported that Christian and Druse militia
traded artillery and rocket fire in the Aley
mountains, six miles east of the capital.
Beirut radio and television stations also
reported that fighting in low-income
suburbs south of the city resumed follow
ing a late-afternoon lull.
Shiite militiamen opened up with
machine guns and rocket-propelled
grenades when Lebanese army units tried
to enter the areas to restore order after a
day of clashes between the soldiers and the
gunmen, the reports said.

Defense Minister Charles Hernu on
Saturday pledged support to the
government of President Hissene
Habre but said France refuses to
become involved in what he called
Chad's "civil war."
Hernu then flew back to Paris to re
port to President Francois Mitterrand
following a two-day visit to Chad to in
spect French troops and confer with
Habre. He had a second meeting with
the Chad leader shortly before taking
off in a French military jetliner.
In a radio interview shortly before
his departure, Hernu said France
would stand by its commitment to help
defend Chad against the Libyan
military incursion, but "will not allow
itself to be drawn into the Chad civil

rived here Sunday on the first stop of a
Central American tour that could in
clude his second meeting with

"My overall task is to encourage and
assist the nations who are engaged in
the Contadora process of
negotiations," Stone told reporters. "I
will be discussing that process with the
prime ministers, presidents and foreign
ministers of all nine countries, or as
many as time permits.
"There may be some other processes
too," he added.
The Contadora group, made up of
Mexico, Colombia, Venezuela and
Panama, is trying to find a negotiated"
solution to Central America's conflicts.
It has persuaded five Central American
countries to join them for talks, and
representatives of all nine nations are
expected to meet again in early Septem

Barry, the second major Atlantic

scotched across Florida last week to the
Gulf of Mexico without causing any
major damage. It was upgraded to a
hurricane before dawn Sunday, grow
ing into a 350-mile-wide whirl of

Today's dive to the wreck site 16

the end. They've got to do everything
in one day that they planned to do in

He said the anchor was ready to
come up and divers had only to attach
a lift bag and fill" it with air to lift the

RALEIGH Gov. Jim Hunt on
Sunday night checked into Wake
Medical Center, where he is expected to
have surgery to remove his gall bladder
early this week, a spokesman said.
Spokesman Gary Pearce said Hunt
entered the hospital about 6 p.m.
The governor's personal physician,
Dr. Larry Tyree, said he would
schedule the operation after completing
"routine preliminary studies."
Tyree said Hunt is in excellent
health, and the surgery should be
routine. Tyree recommended several
months ago that Hunt have the gall
bladder operation when his schedule
permitted. f
