Monthly charges will increase by about 35 cents in Chapel Hill because of the N.C. Public Utilities Commission's decision on Wednesday to approve a $20.3 million increase in monthly charges. Southern Bell, who had requested a $122 million increase, may seek to appeal the com mission's decision with the N.C. Court of Ap peals, said Jere A. Drummond, Southern Bell vice president in charge of North Carolina operations. "That's one of the things we're con sidering," Drummond said in an interview Thursday. "In order to appeal you have to have a legal basis." Southern Bell's attorneys are presently seek ing grounds for an appeal, he said. The com pany's other alternative will be to file another rate increase with the commission, both of which could take about eight or nine months. The increase that Southern Bell received will raise monthly charges for one party residential v. Forms at Union Desk. m granted increase in monthly phones by about 3.5 percent, from the current charge of $10.40 per month in Chapel Hill for a rotary dial phone not leased from the phone company. A basic touch-tone phone with no accessories costs $11.40 per month. The exact increases, however, for the Chapel , Hill area will not be figured until specific tariffs are filed by Southern Bell, said Gene Clem mons, director of the commission division of the Public Staff. The Public Staff represents the citizens of North Carolina. "The tariffs won't be filed for two or three days yet, and they will have to be reviewed," he said. Once approved, rate increases are ef fective 30 days later. Areas such as Raleigh and Greensboro will face an even greater increase, reflecting the growth in the number of customers. Southern Bell had requested a 60 percent in crease in monthly local service charges which would have raised the average residential rates to $18.80 per month. The average statewide phone bill is $11.15. The commission also granted an increase in installation charges from $41.40 to $42.10, only "a small part of the $68.25 they had wanted to charge for hooking up phones which were pre viously serviced. Drummond said that these requests were necessary because of the federal government's decision to divest the subsidiaries of American Telephone and Telegraph into smaller groups that are more risky investments. "The changes that are taking place in the telecommunications industries are taking away from our ability to subsidize our local ser vices," he said. Other than seeking legal grounds for an ap peal, the company is already preparing to peti tion for another case of rate increases, he said. When the company files for a rate increase with the commission, it asks for the increase within the next 30 days. The commission then suspends the request, and has from six to nine months to reach a decision on the increase, Drummond said. "We will be going back to the commission with the next rate cases as soon as we can," Drummond said. If the rate increase does reach the Court of Appeals, the court could approve the entire in crease or send it back to the commission, said the financial analyst of the commission staff, Robert Matula. Drummond said that the new competition from private companies for interstate long dis tance business had made it very difficult for Southern Bell to keep its profits high enough to interest new investors. "We have got competition out there who are attacking our long distance rates, and we won't have the money to subsidize our local service any longer," he said. Southern Bell is currently receiving a 10.48 percent return on stockholder's investments, Matula said. They had requested that the commission allow them a 17 percent return. Yet the rate of investment that was approved by the commission, 14.75 percent on equity and 12.03 percent on total capital, will be difficult for the company to maintain. "I doubt very seriously whether we will be able to reach those returns," Drummond said. "Our construction costs in North Carolina are $230 million. We won't be holding, we'll be slightly sinking." Drummond said that presently the one share of Southern Bell is owned by AT&T, and when it is broken up into BellSouth, investors would be much more critical of the company's risks. Southern Bell had originally petitioned for a $145 million increase, but the N.C. Supreme Court cut the request by $23 million. In the past, AT&T had not included Yellow Page, revenues in their base rates of income that they reported to the commission. Both measures go to President Reagan for his signature. The Senate, however, rejected an attached proposal that would have recalled the U.S. ambassador to Moscow over the shooting down of the airliner. A 70-25 vote defeated the proposal by Sen. Jesse Helms, R-N.C, and seven others. In subsequent votes, the Senate rejected recommendations calling for Reagan to begin a broad review of U.S.-Soviet rela tions, that he report to Congress on Soviet compliance with existing arms-control agreements and that he link the shoot-down with current nuclear arms control talks. BEIRUT, Lebanon Druse militiamen made repeated attacks Thursday for the fifth day on Souk el-Gharb, but the Lebanese army held the strategic hilltop town overlooking the U.S. Marines at the Beirut airport. Fighting continued through the night. Police said the Lebanese casualty toll rose to 653 dead and 1,484 wounded in the 12th day of the renewed civil war. The army said its troops drove off repeat ed Druse assaults on Souk el-Gharb, and ar my artillery silenced batteries pounding the garrison's supply route. But late Thursday, government and pri vate ratio stations reported the army was en gaged in fierce battles with Druse militiamen who made a two-prong attack from the neighboring villages of Kaifoun and Baisour. State Senator Cass BaBenger, R-Catawba, said Wednesday he is withdrawing from the race for governor to avoid a possible three-way GOP primary that might destroy party unity. BaHenger said he and U.S. Rep. James G. Martin, R-N.C, have been dividing sup porters and campaign contributions since Martin announced he will run' for governor in 1984. BaHenger said that could work to the advantage of a third Republican can didate.
