2The Daily Tar HeelFriday, September 23, 1983 Marcos orders protesters shot 'if necessary' The Associated Press MANILA, Philippines President Ferdinand E. Mar cos on Thursday ordered soldiers to shoot protesters if necessary and threatened widespread arrests in a new mili tary crackdown. But the opposition responded that it might launch a nationwide sit-down to drive him from of fice. Marcos spoke on nationwide television a day after four security men and seven civilians were killed and 200 other people injured in the worst anti-government rioting in his 18-year rule. He blamed the bloodshed on foes loyal to assassinated opposition leader Benigno Aquino. Marcos told CBS News he saw no reason to reimpose martial law "just now," but implied in his nationwide ad dress that he might use some of his arrest powers retained from eight years of martial law between 1972 and 1982. The powers enable him to jail anyone he considers a danger to the nation. "I warn the opposition do not force my hand, do not compel me to extremes that you already know of," Marcos declared. He added that he was reversing an order that anti-riot troops remain unarmed and observe "max imum tolerance" with protesters. "Henceforth, we will be firm," Marcos said. ". . .now that the opposition radicals and activists have destroyed, maimed, killed, I am now in the process of consulting with the military establishment regarding this policy. We may have to return the arms to our military personnel, and I'm ordering them to defend themselves with these guns." Opposition leaders said they were not intimidated by Marcos' threats and would continue the drive to run him out of office with a possible nationwide "sit-down and do-nothing" protest. Marcos' latest troubles began with the Aug. 21 assas-. sination of Aquino as the opposition leader returned from voluntary U.S. exile. The opposition accused Marcos of murdering Aquino. The president denied it and told ABC News Thursday he was ready to produce evidence of Communist involvement. Nonetheless, Aquino's killing raised a groundswell of sympathy among Filipinos. At Aquino's funeral and in later rallies the sympathy turned into calls for Marcos to give up power, with the previously silent middle class join ing traditional opposition factions. Marcos announced last week he'll likely run for another six-year term in 1987 when he'll be 70. Former Sen. Jose Diokno, a leader of the resignation drive, on Thursday declined to speculate on who might replace Marcos or what the military might do. No single opposition leader has risen to replace Aquino. Diokno said he could not say whether the rioters Wednesday came from left-wing groups or the govern ment. He said the government would have good reason to start riots, thinking it would make people afraid to join peaceful demonstrations. Watt begs Reagan's forgiveness for his 'unfair' remarks The Associated Press WASHINGTON James Watt begged President Reagan's forgiveness Thursday for his "extraordinarily unfair" remarks, but six Republican senators said the in terior secretary deserved his walking papers instead. One said Watt had produced "a panorama, not of error, but of bigotry and hate." Though Watt apologized anew for his remark Wednes day about "a black. . .a woman, two Jews and a cripple" on an advisory commission, he suffered the worst assault yet from members of his own party. Democrats, long critical of the secretary, joined the outcry in both the Senate and House for his resignation. Six GOP senators called directly for Watt's resignation. And two others, key committee chairmen Robert Dole of Kansas and Pete V. Domenici of New Mexico, stopped just short of demanding his ouster. "To me it's gone on long enough," said Dole, a dis abled war veteran. He said "there may be an alternative" to Watt's departure, "but I'm not sure what it is." Domenici advised Watt to "take another look" at his past promise to Reagan to resign if he became a liability to the administration. Watt sought to defuse the episode by sending a letter to Reagan expressing deep regret for his remark and asking for forgiveness. "I have made a mistake," he said. "Upon reflection, I realize that I owe a personal apology to you for my unfortunate remarks yesterday about the coal leasing commission," Watt wrote. Presidential spokesman Larry Speakes said Reagan had not sought the letter, nor Watt's resignation, and that the interior secretary had not offered to step down. Warren Rudman, R-N.H., called Watt "an em barrassment to the president who appointed him, an em barrassment to the party to which I proudly belong and an embarrassment to the country" and said the interior secretary "should do the sensible thing and submit his resignation to the president. Sen. Lowell Weicker, R-Conn., said Watt "articulates the trash of American thought" and "what one does with trash is what I suggest the president of the United States do with James Watt." The resignation demands were prompted by comments Watt made Wednesday in a speech to the U.S. Chamber of Commerce, in which he described the coal advisory commission he appointed as having "every kind of mix ture. . .1 have a black, I have a woman, two Jews and a cripple. Sources, who spoke on condition they not be identified, said the commit tee agreed on a 13-2 vove to release the $19 million requested by Reagan for the covert aid, but made clear that the administration must seek specific authority to spend more money on the CIA program. One source estimated that the $19 million would be expended in three months and that the committee's ac tion amounted to putting the covert ac tivity on "a tight leash." Another source said the money might last about six months. ABOARD THE USS STERETT Soviet ships in the Sea of Japan have been harassing the U.S. flotilla in the hunt for the flight recorder of the downed South Korean airliner a search the Americans say is "like trying to locate a pencil in the desert at night from an altitude of 1,000 feet." The Soviet fleet has interfered with the U.S. operation by forcing ships to change course to avoid collision.' Rear Adm. William A. Cockell Jr.com mander of the search, told reporters who were flown to the Sterett by U.S. Navy helicopter Thursday. When the Sterett moved within a few hundred feet of a Soviet ship earlier in the week, according to one U.S. officer who asked not to be named, a Soviet sailor yelled "We are friends" in English, to which a U.S. sailor replied, "No we're not." WASHINGTON Despite govern ment attempts to protect the rights of migrant workers, unscrupulous con tractors still use "fear and oppression" to enslave poor farm laborers, two men who fled a southwest Virginia camp testified Thursday. "It's slavery, you know, because it's sort of like being on a chain gang, in jail people watching you all the time," Oliver White told the House Education and Labor subcommittee on labor standards. "The atmosphere was if you did try to leave, something would happen to you." White described workdays that began at 3 a.m. and ended at 9 p.m., and weekly paydays when he was told that instead of receiving his promised $300, he owed a $200 debt to the con tractor. SALISBURY A series of explo sions that injured 26 people and re duced part of a Salisbury chemical plant to twisted metal occurred when employees mixed chemicals in a reac tion room, fire department and com pany officials said Thursday. Meanwhile, the company began cleaning up wreckage at the National Starch and Chemical Co. plant. State environmental officials said some chemicals were spilled as a result of the explosion and fire Wednesday, but they said there was no serious environmental damage and that most of the chemicals washed into a nearby lake.
