American attempts to develop a welfare state have been set back by Presi dent Reagan, Obler said. These sources, speaking on condi tion they not be identified, said there is evidence the Soviets will probably send to Syria the 75-mile range SS-21, which never before has been deployed outside pf the Warsaw Pact region in Europe. Senior defense officials have said the SS-21 is part of a new generation of Soviet surface-to-surface missiles which can carry high explosives or nuclear warheads. If the Soviets were to station SS-21s in southern Syria, such weapons could cover targets in Israel. SS-21s could also pose a threat to Lebanon. RALEIGH Despite mounting legal challenges to North Carolina's new driving-while-impaired law, state officials are confident the tough anti drunken driving measure will work. Many of the objections center around a provision allowing a 10-day license revocation for anyone with a blood alcohol level of 0.10 or above. Lawrence Crow of Charlotte is seeking a preliminary injunction to regain his license, saying the law is unconstitu tional because the state abused its police powers "by imposing arbitrary and unreasonable means in obtaining its objective."
