But Harry Kaplan, a law student from Winston Salem, members of Young Voters for Gilmore, hope that solid grass-roots campaigning can change all that. "I not only think he can win, I think he will win," Kaplan said. Young Voters for Gilmore is unique among student campaign groups in that most of its core membership, including Kaplan, consists of law students. GEORGE'S, Grenada Sir Paul Scoon, Grenada's governor general, appointed a nine-member ad visory council Wednesday, and U.S. forces exchanged fire with several snipers for the first time in four days. Maj. Doulgas Frey, a U.S. military spokesman, said five or six men open ed fire with automatic weapons on seven soldiers from the 82nd Airborne Division manning a roadblock Wed nesday morning. He said the Americans scattered and returned the fire, but there were no casualties. Scoon appointed the advisory coun cil to serve as a provisional govern ment and prepare for elections. No elections have been held since a revolutionary government seized power 4Vi years ago. Reagan arrived for three days of critical talks with Japanese officials on trade, defense, energy and finance issues. Political analysts say Democrat Harvey Gantt's election as Charlotte's first black mayor will make Gantt a focal point as the state and country enter a banner political year. Gantt, a 40-year-old architect, de feated his white Republican opponent, Ed Peacock, with 43,569 votes or 52 percent of the vote to 39,536 votes or 48 percent. Gantt captured almost 40 percent of the white vote cast in the ci ty, where blacks make up 23 percent of registered voters.
