aaimaaakBai 2The Daily Tar HeelWednesday, January 18, 1984 High cost of The Associated Press WASHINGTON The nuclear industry, shaken by the cancellation of one power plant and the government's refusal to license another, got more bad news Tuesday with a government report showing that three-fourths of the nation's reactors have cost at least double what was expected. The Energy Department's Energy Information Ad ministration said the final construction costs for 77 per cent of the plants now operating were at least double the pre-construction estimates. In 28 percent of the cases, the agency said, the final cost was more than four times the original estimate. The EIA, an independent agency within the depart ment, blamed the increased pricetags primarily on infla tion, skyrocketing interest rates and construction costs, and long building delays. In 1971, for example, utilities were estimating it would take them only four years to build a nuclear plant. Now, they say the average construction period is 14. years. Scott Peters, a representative for the Atomic Indus trial Forum, which represents the nuclear.industry, said he could not comment on the report because he had not reviewed it. But he said he was not surprised by the figures. The report, coupled with other developments within the past week, raised new questions about the fate of Shultz to tell Soviets U.S. open to arms talks The Associated Press STOCKHOLM, Sweden Secretary of State George P. Shultz will tell the Soviet foreign minister today that the United States would welcome talks on any . level in an effort to control nuclear weapons and curb conventional forces in Europe. Adrninistration sources said Tuesday . that if the Soviets are reluctant to resume the arms control talks, the United States is ready to open alternative channels in a bid to reverse the U.S. and Soviet arms buildup. "We are prepared to talk in any case," said the U.S. official, who spoke on condi tion he not be identified. Shultz, seeking to reopen a dialogue with the Soviet Union, will meet Foreign Minister Andrei A. Gromyko today. Both are attending a 35-nation conference on peace and security in Europe. Last Friday, a Nuclear Regulatory Commission licens ing panel, citing quality control failures, refused to grant an operating permit for Commonwealth Edison Co.'s nearly completed, $3.35 billion twin-reactor Byron plant in Illinois. On Monday, bowing to pressure from state officials, Public Service Co. of Indiana abandoned efforts to com plete its twin-reactor Marble Hill plant after having spent $2.5 billion on it. The decision on Marble Hill, the 99th and 100th reac tors canceled since 1974, sent shock waves through the industry because construction was so far along. Work on the first unit was 59 percent completed, and the second unit was 37 percent finished. Until then, a utility had not scrapped a plant that was more than 27 percent completed. That occurred when, the Tennessee Valley Authority canceled its Phipps Bend plant in 1982. Last month, the government said in a report on he future of the nuclear industry that it made no sense eco nomically to cancel any plant in which 45 percent of the construction was finished. "That just shows you how far the government is behind the times," Charles Komanoff, a consulting economist on nuclear economics, said Tuesday. "As it now stands, you can make a good economic case for canceling a plant that is not into the 70-to-75 percent September over the Soviets' downing of a South Korean jetliner with 269 people aboard. The Soviets broke off arms control talks last year after NATO started a five-year deployment of 572 new medium-range nuclear missiles in Europe. The Soviets have said they won't return to the Euromissile talks until NATO pulls out its new rockets. Negotiations on ocean-spanning nuclear weapons and con ventional forces also are suspended, and the Soviets have refused to set a date for . resumption. Shultz has already had several talks at the State Department with Anatoly F. Dobrynin, the Soviet ambassador to Washington, seeking a thaw to the frozen relationship. Speaking Tuesday at the opening o f the conference, Shultz did not offer any pro posals to lure the Soviets back to the negotiating tables. Already one utility, the financially troubled Washing ton Public Power Supply System, has put two plants its Unit 1 and Unit 3 reactors on hold after going into default on bonds for another reactor. Even though the WPPSS Unit 1 and Unit 3 plants are 60 percent and 70 percent completed, respectively, many doubt that funds will ever be found to finish them. Two TVA units have also been deferred, but officials for that seven-state power system have indicated they may not be finished. And the primary owner of the Zimmer nuclear plaiu in Ohio, Cincinnati Gas & Electric Co., is fighting . political pressure to abandon that facility, even though it is 97 percent completed. Officials estimate that it may cost $3 billion to fix problems resulting from quality control breakdowns at Zimmer. In its report on construction costs, the Energy Infor mation Administration said it surveyed 47 plants com pleted in the last decade and five reported final construc tion costs exceeding original estimates by more than seven times. Two plants cost between five and six times their original estimate, five plants between four and five times the initial figure, nine plants between three and four times, and 14 plants between two and three times the in itial figure, the agency said. Shultz declined to comment on the East German proposals, several of which echo previous Warsaw Pact ideas, until he had studied them. Shultz jabbed at the Soviet Union in his speech, saying, "some nations seek global or regional military superiority or resort to threats of intimidation." But he said the United States "seeks no such superiority." The measures included: Exchanges of information about the organizations and location of NATO and Warsaw Pact military forces. Pendleton Jr. said the panel voted to "declare our in- dependence" of past policies that sup ported mandatory quotas for hiring and promoting women and minorities. But Commissioner Mary Frances Berry, one of three members appointed before the president reorganized the panel last year, attacked the panel's new majority and called them White House puppets.
