The board will hear public discussion on the matter and possibly could vote to accept a plan that has already been approved by the Chapel Hill Town Council, Johnson said. The board wants to include in the plan an extension of Estes Drive to the east side of Chapel Hill. The extension is excluded from Chapel Hill's version of the plan. The plan which would increase mobility on U.S. 15-501 Bypass and decrease traffic in downtown Chapel Hill, has been under consideration since 1978. Johnson said the aldermen may accept Chapel Hill's version of the plan just to end the long dispute. "I don't think it's going to be adequate," he said. "But I don't think we're ever going to get Chapel Hill to change their minds." Although he may give his support to the plan at the meeting tonight, Porto said he still thought it was insuf ficient and would want it reviewed annually. "Chapel Hill is going to have to realize that we need some sort of access to that area (proposed 1-40 and the 15-501 bypass), whether it be Estes Drive or through some other facility," he said. Johnson said he also thought the board would ap prove the plan so that it could be sent to the DOT for ap proval in February. If the two towns do not reach an agreement, it is unlikely that the DOT board will con sider the plan, he said. Reagan replied: "In principle, I support debates. I favor that idea." But he said it was too early to make specific plans. Edward J. Rollins, director of the Reagan campaign organization, did not share the president's reluctance to predict victory in November. "Today if the election were held, it would be far more of a rout than it was in 1980," Rollins said. Reagan won 51 per cent of the popular vote but had 489 elec toral votes to Jimmy Carter's 49 in that election. Rollins said Reagan's longtime political advisers "could not find four states in the country in which we are trailing." He said an election now would show Reagan win ning 45 or 46 states with 55 or 57 percent of the vote. After a half-hour meeting with President Reagan, Rowny said he had several U.S. approaches or "trade offs" to present if the Soviets agreed to resume discussions in Geneva, Switzerland. "It's in their interest to come back," Rowny said. "We are now in a position, when we return to the table, to make a breakthrough." Negotiations to curb medium-range missiles in Europe and separate talks on controlling intercontinental nuclear weapons are stalemated. The Soviets disrupted both discussions to protest installation of U.S. Pershing 2 missiles in West Germany and cruise missiles in Great Britain. WASHINGTON House Speaker Thomas P. O'Neill Jr. said Monday that President Reagan is trying to "pass the buck" on record red ink by pressing for bipartisan talks on trim ming $100 billion from federal budget deficits. O'Neill's remarks were another in dication of how little progress has been made since last Wednesday when Reagan issued his election-year invita tion for a bipartisan congressional delegation to discuss deficit reduction measures with White House officials. So far, distrust by Democrats who fear a political trap, and confusion over what items the president is willing to negotiate on, has resulted in rhetoric rather than substance. Last week, Sherer asked to change his plea of guilty and void a plea bar gain with the government in which he was to testify against nine other Klans men and Nazis. In painstaking detail, Bruce Koenig described for a federal jury his theories on where the shots originated, and said his theories had changed since he testified for the defense in the 1980 state murder trial for six Klansmen and Nazis. Orange County had the state's lowest December unemployment rate at 2.8 percent, the State Employment Security Commission reported Mon day. The Orange County rate was down from 3.5 percent in November. "The individual county percentages reflect the significant drop of half of one percentage point to 7.3 percent, down from 7.8 percent in November 1983," said ESC chairman Glenn Jer nigan. "Nonmanufacturing contri buted most to the decrease with em ployment up by 6,300 jobs in the trade sector." The state's 10 metropolitan statis tical areas reported lower jobless rates in December than in November.
