The Associated Press
WASHINGTON The Commerce
Department reported Thursday that its
main economic forecasting gauge rose a
healthy 0.7 percent in February, promp
ting the White House to proclaim that the
economy is "still on a roll."
Official optimism, however, was
tempered by a separate report that the
United States' foreign trade deficit broke
into double digits for the first time in
history, the reaching $10.1 billion in
February.
Taken together, the two reports show
ed the unusual nature of the current
recovery from the 1981-82 recession, in
which a robust economy is forging ahead
despite mounting trade problems.
The Commerce Department said that
when its Index of Leading Economic In
dicators rose in February, it was the 17th
month in the past 18 that this predictor of
future activity has increased.
The 0.7 percent rise was less than the 1

not change from the previous month.
"Today's economic news provides
strong evidence that the nation's
economy .is still on a roll," said presiden
tial spokesman Larry Speakes. "The indi
cators show the economy is positioned
for a strong and manageable level of
growth in the months ahead."
Speakes said the fact that the February
rise was less than January's also indicates
that the economy is not overheating, as
some economists have begun to fear. If
economic growth is too quick, it could re
ignite inflation.
There was more good news Thursday.
The government also reported that new
home sales surged 7.8 percent higher in
February to a seasonally adjusted rate of
721,000 single-family homes. The in
crease put February sales 22 percent
above the level a year ago, when the
housing industry was climbing out of the

The nation's trading performance con
tinued to worsen in February as exports
plummeted 6 percent and imports stayed
near record levels.
The $10.1 billion trade deficit topped
the $9.5 billion set in January and
bolstered the universal belief that the
deficit for the year easily will top $100
billion, far surpassing last year's record
$69.4 billion deficit.
Boosts in the leading indicators in
January and February reflect the sur
prisingly strong economic growth in the
country, including a preliminary estimate
last week of 7.2 percent in economic .
growth this quarter, ending March 31.
Jerry Jasinowski, chief economist for
the National Association of Manufac
turers, said the index and other optimistic
reports had prompted him to revise his
forecast of economic activity upward,
showing 5.5 percent real growth in the se
cond quarter and 3 percent in the final
half of the year.
Robert Wescott of Wharton Econo
metrics, a private forecasting firm, was
more upbeat, predicting 5.4 percent
growth in the second quarter followed by
4.9 percent in the third and 3.2 percent in
the fourth.

Five of the 10 indicators available for
February contributed to the increase. Im
provements were shown in claims for un
employment insurance, net business for
mation, building permits, money supply
arid vendor performance, which shows
how fast companies make deliveries to
customers.
Four of the indicators decreased
new orders for consumer goods and
materials, orders for plant and equip
ment, the price of sensitive raw materials
and stock market prices, which con
tributed the largest amount to the decline.
One indicator, the average workweek, re
mained unchanged.
The report revised November's decline
of 0.1 percent to show no change and
revised December's 0.1 percent increase
to a slightly better 0.2 percent improve
ment. January was changed from an
original 1.1 percent increase to 1.0 per
cent. The index now stands at 165.9 percent
of its 1967 base of 100.

preliminary victory in a Senate debate
over military aid to El Salvador -
The Senate rejected, 72-73, a move
by Sen. Edward Kennedy, D-Mass.,
to require a declaration of war or
other congressional approval before
U.S. troops could be sent to El
Salvador or Nicaragua for combat.
An amendment opponent, Sen.
Pete Wilson, R-Calif., said he believed
the amendment was an unconstitu
tional restriction on presidential
power.
Meese forfeits gifts
WASHINGTON Edwin Meese
III and eight other White House of
ficials received jade and gold cufflinks
from the South Korean government
last November and are only now sur
rendering them, a senior White House
official said Thursday.
The pale green jade blocks were ap
praised at $375 a pair, said the official,
who requested anonymity. Federal
