Parker appointments
are called inequitable

The Student Affairs Committee of the
CGC voted 3-2 Tuesday to present a bill
requiring CGC approval of the student
body president's apointments of ex
ecutive vice presidents, and project
specific chairmen or the equivalent to the
full CGC body April 18.
If passed by a majority of the CGC and
signed by Student Body President Paul
Parker, the bill would require approval
of the 1985-86 Executive Branch ap
pointments. The bill was introduced by Student Af
fairs Chairman Marshall Mills because
students had expressed concern to com
mittee members that the appointments
had not been fair and equitable, said
committee member Doug Berger (District
1).
"There are no minorities, three Chi
Psi's and two women, and one of them is
leaving," said Dawn Peters (District 9).
"We're here to make sure our constituen
cy's needs are being met. (Many) are be
ing neglected. It's a terrible thing that
Paul has done."
Reggie Holley, speaker of the CGC,
said the bill should have been considered
in time to review this year's appoint
ments, but passing it now would only
make a negative statement.
"This should be a positive bill and all
you could bring up about this administra
tion is negative," Holley said. "Sure
we're not pleased with the appointments,
but we shouldn't talk negatively about
this administration."
Holley said the 'terms executive vice
president and project chairs directed the
legislation at Parker's administration
because he created the positions. Holley
suggested the committee writ until nvt
year and tailor the bill for the incoming
administation.
Mills, in advocating the bill's presenta
tion, said, "This is specific to Paul's ad
ministration because concern arose
because of Paul's actual appointments.
It's too late for the approval process (this
year), but I hope this bill will improve the
process overall so next year what I feel is
the correct thing will be done."
Berger opposed the bill, referring to it
as "bureaucratic garbage." Since ex
ecutive vice presidents and project chairs
are not as powerful as Judical Branch ap
pointments,, approval is rubber
stamped," Berger said. "To come in and
harass the president in this area would be
a waste of our time."
Committee member Ryke Longest
(District 15) said although he did not ap
prove of this year's appointments, he did
not feel the legislation had any impact.
The committee also discussed another
bill introduced by Mills establishing a
commission on the recruitment of women
and minority faculty members. The com
mission would provide the CGC with an
evaluation of current affirmative action
efforts and submit proposals for actions
students can take in assisting these pro
grams. The commission would be composed
of members appointed by the student
body president, the Student Affairs Com
mittee, the speaker of the CGC, the
Graduate and Professional Student
Federation, and any university recognized
organization that desired one. Appoint
ments would be subject to CGC approval.

pointment of Executive Vice President
Garret Weyr to the Union Board. Weyr
must also be approved by the full CGC

Although women's place in society ap
pears to be improving, it really may not
be, said Laura Nader, a professor of an
thropology at the University of California
at Berkeley.
Nader, sister of, consumer advocate
Ralph Nader, lectured Wednesday on the
"Mirage of Progress: Seduction and
Reality."
"The idea of progress is used to deny
that the position of women may have
been better at some earlier time or in
some other place," Nader said.
She said women in the United States
did not actively seelc to better their posi
tions because they believed that, while
not perfect, their positions were closer to
equality with men than they have ever
been before.
Nader disagreed with this view and
described the yo-yo model of progress
for women. According to the model, a
.woman's status in comparison to that of
men in society differs and is not necessari
ly always improving, she said. .
For example, she said, a woman's
status among cavemen, hunters and
gatherers was probably higher than it is in
. American society today, Nader said.
Although women are accepted in the
workplace today, working women are

housework along with their wage earning
tasks, she said. However, women usually
receive less money than men. This does
not represent progress, Nader said.
Nader discussed the introduction of
much technological knowledge .to
underdeveloped Third World nations
called "progress" foi those areas. This
created dependency on the outside world,
a lack of responsibility, a dependency on
chemicals and bureaucracy, and a loss of
knowledge for the people.
"Progress has become a religion, and
anyone who opposes it is labeled
backward," Nader said. "In a restrictive
sense, technology has bought us time
(through time-saving devices), but, in a
broader sense, it has not bought us time
to do important things."
Nader said she was not against
technological progress, but that in the
Third World countries there needed to be
a balance of local versus centralized plan
ning in order to avoid "cultural
bankruptcy."
Progress in the United States is
measured not in its benefits to the people
but in the amount of knowledge that is
accumulated, Nader said. Progress does
not necessarily lead to the betterment of
the status of women or of citizens of
Third World countries, Nader said.

The DWI law is a big concern, Austell
said.
"Everybody had a good time last
year," Sugg said. "This year we're ex
pecting more of the same."
