Market St. At Spring Garden 0 On the lighter side Town ordinance halts barber pole WEST DUNDEE, 111. Roger Pilcher's head is spin ning because his barber pole is not. Village fathers say the his toric symbol violates a local ordinance against moving signs, but Pilcher contends that bureaucracy should give way to tradition in this case. "The spinning barber pole goes back to the 11th century and they're not going to stop it now," said Pilcher. "IVe been in this business 18 years and never in my wildest dreams did I think I would have to go to battle to get my barber pole to spin." But battling is precisely what Pilcher, 40, has been doing since last winter. That's when a competitor, denied permission to run a second pole in the village, pointed to the 3-foot-high, red-white-and-blue pole spinning in front of Pilcher's Main Street salon, American Hairlines Hairstyl ing Studio. The village sent a letter in February ordering Pilcher to stop the pole or face fines of $50 to $500 a day. After unsuccessful negotiations with village officials, Pilcher finally complied four months later. On June 18, two weeks after his pole had made its final revolution, Pilcher went before the board seeking an amendment to the 1981 law that bars moving and flashing signs. Armed with petitions signed by village residents and neigh boring businessmen all in favor of the spinning pole he presented his case and then sat through the entire meeting waiting for a vote that never took place. "I explained the whole tra dition and one of the members said, 'So what's the big deal if it doesn't spin?"' he recalled. "I appreciate what the ordi nance is trying to do. I'm against big, gaudy flashing signs myself," he said. "But they keep talking about open ing up some kind of Pandora's box as though there's going to be an epidemic of barbers flooding into West Dundee carrying spinning poles." West Dundee Mayor Tho mas Warner, who also serves as board president, declined comment on the matter. But Trustee Cal Grafelman con ceded, "As I see the consensus of the board, I think they would like to see him have his pole and have it moving." At the June 18 meeting, the trustees told Pilcher to petition for an individual variance to the sign code, a procedure that costs $100 and involves at least two hearings before different boards. Pilcher said he has begun that process. Pilcher says he intends to do anything, "short of spending a lot of money," to get the pole back in motion. "We're at the face-saving stage now, but even if they go ahead with my proposal, I'm out $100," he said. "If that doesn't work I may chain myself to the barber pole." A buddy for Billy the beaver EFLAND Every evening at about 5 p.m. Joan Tate strolls down a small path in rural Orange County and calls for Billy a medium-sized beaver that climbs into her lap. Beavers aren't supposed to be that friendly, but Tate decided two years ago to develop a friendship with Billy's family. "He's a pet," she said, strok ing Billy's back and feeding him apples. She looks gently into the beaver's face and said in a quiet, motherly manner, "You are spoiled, aren't you Billy?" Ms. Tate noticed the beaver family two years ago when she was walking out by the pond. Two adults and a small family of babies apparently immi grated from the nearby Eno River, she believes. Dial-A-Poem CHICAGO These days, you can dial just about any thing. There's Dial-A-Prayer, Dial-A-Curse and even Dial-A-Poem. Who would dial a poem? "A phenomenal number of people," said Barbara Kensey, spokesman for the Chicago Council on Fine Arts. Council records show that more than 87,000 poetry lovers phoned in since the program began in 1981, she said. Now in its fourth year, Dial- Beavers cause flooding of farm roads which are vital to a farmer's livelihood, Tate said. But last year, she adds, "Billy's dam probably saved a large portion of a farmer's tobacco crop in an unusual drought. About eight acres of tobacco is irrigated with the water in Billy's pond." She said Billy has also caused the population of wild life in the pond to rise since his family made its appearance. "More fish, fogs, turtles and wood ducks live in the - pond because of the raised water table that Billy has made possible," she said. Although Billy is gentle with humans, Tate has learned through experience that he' does not like dogs or other threatening animals. for verse relief A-Poem features short poems read by the authors. Selections are updated every five to seven days. The poetry is as diverse as the poets' backgrounds. "It's a real good cross section," Kensey said Mon day. "Some of our poets are actively pursuing poetry as a career. Others might drive a garbage truck during the day and write their poetry at night. "There are senior citizens and housewives. Some are very serious and others just do it as a sideline."
