BONN The West German
government has agreed to spend
$2.5 billion over the next decade
to deploy 99 NATO anti-aircraft
missiles in West Germany, the
Defense Ministry announced
Tuesday.
Defense Minister Manfred
Woerner, starting a visit to
Washington on Wednesday, is to
sign agreements with Defense
Secretary. Caspar Weinberger to
buy and deploy 12 U.S.-built
Patriot missiles.
Bonn will also deploy 87
Roland missiles being built by the
West Germans and the French.
Twenty-seven will be stationed in
the Eifel and Hunsruck areas of
West Germany, where they will
protect American air bases.
The other 60 will be deployed
around West German airports
that could be used by American
forces in an emergency.
As part of the deal with the
United States, the American
military will deploy an additional
12 Patriots at U.S. bases in
southern Germany, and Bonn

anti-aircraft missiles "a most
important program to strengthen
the conventional NATO defense
in Europe."
In a recent interview with the
Associated Press. Woerner advo
cated a "two-way street" in arms
sales between the United States
and Western Europe.
He said the United States and
Europe must be able to sell
weapons to each other. "We
expect that, from the start, the
two-way street will be observed
in this area," Woerner said.

ment said Tuesday.
"They will be meeting to dis
cuss possible improvements in
communications between our
two governments," said Alan
Romberg, the State Depart
ment's deputy spokesman.
He said the United States
hopes for "good progress" but
declined to predict the outcome
of the talks.
He said the U.S. delegation will
be headed by Warren Zimmer
man, until recently the deputy
chief of mission at the U.S.
Embassy in Moscow. The head
of the Soviet delegation is A.M.
Varbanskiy, chief of administra
tion of the Soviet Ministry of
Communications.
The delegations previously met
in August 1983 in Moscow, in
January 1984 in Washington and
in April 1984 in Moscow.
The hotline was set up in the
1960s to speed emergency mes
sages between Washington and
Moscow to avert misunderstand
ings and, thus lower the chances
of nuclear war. But officials have
been saying the aging system,
with its slow-speed teleprinters,
could benefit from more modern
equipment.

20,000 people denied benefits.
U.S. District Judge Maryanne
Trump Barry certified a class
action suit and said she would
issue her formal order Thursday.
The ruling applies to those who
are challenging in federal court
a termination of benefits that
occurred during a periodic
review, the judge said.
"The government is in effect
discriminating through the Treas
ury," Mrs. Barry said.
Her ruling came in a lawsuit
brought by three New Jersey
residents who were dropped from
the Social Security rolls. The
judge agreed that an April order
by Mrs. Heckler reinstating benef
its to some people while denying
benefits to others was
unconstitutional.
WASHINGTON - Federal
investigators, citing "a chain of
misjudgments," concluded Tues
day that the crew of an Air
Canada jetliner underestimated
the severity of an on-board fire
and waited too long to make an
emergency landing.
Twenty-three passengers died
from smoke inhalation last year
in the air tragedy, which focused
the aviation industry's attention
on a lack of adequate fire pro
tection aboard the nation's
jetliners.

Safety board, concluding its
report on the accident, praised
the captain of Air Canada Flight
797 for landing the jetliner despite
heavy smoke in the cockpit and
damaged navigational instru
ments, enabling the other 23
people on board to escape.
But the safety board in a draft
report said the captain should
have acted at least three minutes
sooner than he did to begin an
emergency descent. It also said
the crew members failed to
anaylze the severity of the fire and
recognize its danger.
Repeatedly, crew members
advised the captain that the fire
in a rear lavatory was being
brought under control when in
fact "there was no reason to
believe" that the fire was being
controlled, one investigator told
the board. ,

publisher Larry Flynt has been
released on bond from the Fed
eral Correction Institution in
Butner and admitted for treat
ment at Duke University Medical
Center.
Flynt, who is serving a 15
month prison term for contempt
of court stemming from a heaing
in the John De Lorean cocaine
case, was released on an appeal
bond July 5, said Charlie Stuart,
executive assistant to the warden
at FCI.
Flynt is scheduled for trial July
17 on charges he obstructed and
impeded justice in November
when he screamed obscenities at
the U.S. Supreme Court justices.
