Decreasing the high employe tur
nover rate which plagued the 1983-84
fiscal year should be given higher
priority, Chapel Hill Mayor Joseph
Nassif told Town Manager David
Taylor at a town coucil meeting Mon
day night. Last fiscal year, 65
employes left. Twelve of the 65 were
law enforcement officers.
The Chapel Hill Police Department
had the highest employe turnover rate,
contributing to the town's overall rate
of 16 percent.
The 1982-83 turnover rate was 11
percent. .
When compared with other police
departments, the turnover rate for
CHPD is much too high, Nassif said.
Nassif said the high turnover rate meant
a financial loss to Chapel Hill.

It takes six months after an officer
is hired before he is able to go out on
the streets alone, Taylor said.
During this six-month training, the
cost to Chapel Hill is approximately
$15,000 per officer before the town gets
any return on its money.
He said the highest turnover rate
should be in public works and not in
the police department.
Taylor said progress was made,
noting the approval of joint planning
with Orange County, the passage of the
thoroughfare plan, and the approval of
the Rosemary Square Project.
The Rosemary Square Project is the
mixed use development plan approved
by the Town Council for the town's
parking lot, east of the NCNB building.
The Town Council authorized the

Nassif and Taylor will report progress
of negotiations with the Fraser Com
pany to the Town Council by Sept. 10.
Taylor sent a memorandum to Nassif
and the Town Council, however, telling
them he plans to request a 60-day
extension of the negotiating period on
Sept. 10.
In other action, the Town Council
approved a petition from Robert Page,
a Chapel Hill attorney, to withdraw
applicant Dennis Howell's request for
a special use permit to develop the
Commons at Woodlyn, formerly Wood
lyn Towers.
The council did not set a date to
reschedule the discussion of the pro
posed project, deciding to wait until it
heard from the petitioner again.
Play audition
announced
Theatre in the Park will hold audi
tions at 7:30 p.m. Sept. 4 and 5 for its
upcoming production of Raleigh.

drama about Sir Walter Raleigh.
The auditions will be held at the
company's theatre in Raleigh.
Auditioners are asked to be prepared
