2 The Daily Tar Heel Thursday, August 30, 1984 Economic growth drops for second month The Associated Press WASHINGTON In a sobering batch of new economic signals, the government said Wednesday that its main gauge of future economic health sank for a second straight month in July while the nation's foreign trade deficit soared to an all-time record. The 0.8 percent drop in the Index of Leading Fxonomic Indicators followed an even sharper 1. 3 percent decline in June. It marked the first back-to-back setbacks in the forecasting gauge since the depths of the recession 2XA years ago. The Reagan administration said the declines were no cause for concern but merely an indication that the economy was slowing to a more sustainable rate of growth. Private economists agreed. The index of leading indicators is made up of measurements of economic activity that tend to change direction long before the overall economy does. The decline in the index for July, led by a drop in the number of building permits taken out during the month, was widespread, as six of the 10 indicators pointed to weaker activity. On the trade front, analysts were less optimistic. The Commerce Department said the deficit hit $14.1 billion in July as a 26.2 percent surge in imports swamped the best showing for exports in nearly three years. Evans predicted the slowing of growth in coming months would send interest rates lower, helping to keep the recovery moving along, although at about half the pace turned in during the first half of the year. - The White House was also optimistic that interest rates will be heading lower. An unarmed B-1 bomber prototype crashed and burned Wed nesday on a low-altitude test flight over the Mojave Desert, killing one crew member and injuring two others, the Air Force said. "The crew excape capsule success fully separated and landed near the crash site," the Air Force said in a statement. "Two survivors were air evacuated to the Edwards Air Force Base hospital for treatment." It was not immediately clear how the one crew member died. Department Director Dr. Basil Delta said the 40-pound, 4-year-old Bubba needed to be watched for signs of rabies. The health department wanted to decapitate Bubba last week to test for rabies after the baboon attacked two children and bit a Duke Power Co. worker. Following more than two hours of testimony to decide Bubbas fate, Johnston issued a preliminary injunc tion ordering that the baboon not be put to death. The judge also ruled that Mecklen burg County's ordinance on rabies control dealing with the confinement of dogs, cats and other animals that have bitten people does not give Delta the authority to have Bubba put to death for rabies tests.
