The conflict started when Walker asked Geoff Gledhill, county attorney, if his vote would cause a conflict of interest since he works in the forestry program. After Gledhill said he did not know, Walker asked if they could delay voting until the attorney could decide whether a conflict existed. Willhoit told Walker, who could receive all of the Forestry's Services $63,775, that he could exempt his vote. Walker did not want to exempt his vote, but he also did not "want to read in the paper in the morning where some smart-ass white boy and some smart ass black boy" had commented on his vote. Walker later said he was referring to Willhoit, who is white, and Commis sioner Richard Whitted, who is black, when he made the statement. Walker was referring to Commis sioner Shirley Marshall as well as Willhoit and Whitted when he said, "I don want to hear lip service from the three of you in the paper about my vote." Whitted, Willhoit and Marshall did not answer Walker's remarks, but voted with the other board members to approve the agreement between Orange County and the N.C. Department of Natural Resources. The agreement gives Orange County support from the N.C. Forest Service in protecting, developing and improving the county's forest lands. In other action commissioners decided to postpone action on a pay plan study and a proposal to re-evaluate property tax appraisals every three years until a September 18 meeting. Board votes to construct substation By DORA McALPIN Staff Writer The Chapel Hill Planning Board voted Tuesday night to construct an electrical substation on the corner of U.S. 15-501 Business South and the Bypass. According to power company spo kesmen, "the substation located on Cameron Avenue' which currdntlyr serves the southern part of the Chapel Hill urban area is approaching capacity use. The company said the substation cannot be further expanded to meet the electrical needs generated by new developments in the area. "As the community grows, we have to grow with our facilities in order to adequately serve these people," said Duke Power's Chapel Hill District Manager John Kincaid. The new substation, scheduled for completion by 1989, will be located on 337,472 square feet of land on the . southeast corner of the intersection. Approval of the plan came only after Kincaid agreed to take measures to prevent soil and other debris from being deposited on public roads as a result of the construction activity. The board also suggested that the power company take responsibility for replacing the vegetation to be used in screening the substation, should the original greenery die. In addition, most of the power lines connected with the new substation will be located underground. Duke Power chose the 15-501 loca tion for its proximity to the area the substation will serve, Kincaid said. In this location, the construction and resulting substation structure will interfere only minimally with activities in the area, he added. The plan now goes to the Chapel Hill Town Council for approval. The board also approved construc tion of a 240-unit apartment complex on the corner of Homestead Road and N.C. 86. According to Steve Upson of H.P. McCoy & Co.
