Parking will not be permitted on the sidewalk areas of S. Columbia Street from Franklin Street to Cameron Avenue, police said. "Our greatest concern is pedes trian safety," said Major Arnold Gold of the Chapel Hill Police Department. "It is a highly congested area with many people gathering around vehicles." Gold said there have not been any serious accidents in the area but "We try not to react but plan ahead. We will continue to expand on the Legislators to By DAN TILLMAN Staff Writer A group of North Carolina legislators has been appointed to study regulations designed to make the state safer from dangers posed by hazardous wastes. The five House and five Senate members will make recommendations to the General Assembly concerning strict liability for damages caused by hazardous wastes, according to House Speaker Liston B. Ramsey. Included on the commission is Rep. Joe Hackney, D Orange, a Chapel Hill attorney. The study was prompted by the defeat of a bill introduced to the General Assembly by Hackney and Rep. William Clark, D Cumberland. The strict liability bill, which passed the House but was defeated in the Senate, would make people generating, transporting, disposing of, or otherwise in control of hazardous wastes, accoun table for injuries resulting from acci dents involving those materials, said Ramsey. "They tried, but failed in the House." Hackney said area industries in Orange County and Chapel Hill gener ate a great deal of hazardous waste. All students age 18 and over who currently reside in Orange County and have been residents for at least 30 days prior to the election are eligible to register.'
