The Daily Tar Heel Wednesday, September 12, 19843 On Rosemary Square Project Council extends Fraser Go. negotiations By MARJORIK MORRIS StfT Writer An extended negotiating period between the town and the Fraser Company of North Carolina and an increased consulting assistance fund was approved by the Chapel Hill Town Council at the town manager's request. The Fraser Company needed more time to negotiate the legal and financial aspects of the Rosemary Square Pro ject, said Town Manager David Taylor in a memorandum sent to the council on August 20. The $16 million project is the mixed use development plan approved by the town council for the town's parking deck to be built on Municipal Lot No. 1 on Rosemary Street, between the post office and NCNB Plaza. The Fraser Company is tentatively authorized to build 120 condominium hotel suites, a 300-car public parking deck, a 200-car private parking deck, a restaurant and conference dining room, and a number of small office suites, retail and specialty food shops, and an outdoor plaza with seating and vendor areas. The project is scheduled to be completed in approximately one to two years, Taylor also said that he would be requesting more money to pay for legal and financial consulting assistance. The council had originally appropriated $10,000 on June 25. Taylor said he estimated the town would need up to $40,000 for legal and financial consultations, which will be paid by the Parking Facilities Fund. He said the , original appropriation of $10,000 had not been spent, but reverted to the fund balance on June 30, the end of the past fiscal year. Council members also told Taylor that affirmative action and an equal employment opportunity program needed to be maintained in Chapel Hill. Council member Bill Thorpe said that the Chapel Hill Police Department has only one black lieutenant and the town fire department has only one black captain, comparing those numbers with the town's maintenance department, where all 22 trash collectors are black. In other action, the council set a public hearing in January on an amendment to the sign regulation to permit bulletin boards within town limits. The council asked for additional time to work on a courtesy review of three proposed developments in Orange County that are near the town limits. The council also endorsed a request by the area transportation advisory committee, to change Orange County from a highway district that includes Burlington to one that includes Durham.
