Her name is Dottie. The DTH incorrectly reported in Monday's story "Student charges Exum with assault" that former Campus Governing Council Speaker James Exum paid a $200 arrest bond. Instead, Exum was released on a $200 bond, pending the trial date. In Monday's announcement for candidates petitions for empty CGC seats, it should have said the petitions were due at the Elections Board office Oct. 2. The DTH regrets the errors. The DTH Writing Test By TOM CONLON and DORA McALPIN SUfl Writers Stressing the importance of sound fiscal policy, 4th District congressional candidate Bill Cobey told College Republicans Tuesday night he would want to sponsor legislation requiring a balanced budget and national debt interest payments. "The opposite of winning is not losing it's quitting," Cobey told about 70 students. "There's a tendency to quit, but we have to perservere especially when you feel you're right. He hopes to win a race which is considered a tossup in a presidential election year. Cobey said he supported the federal student aid program. The cost of a college education had steadily increased but now has slowed because of what President Reagan has done to curb inflation. Anyone who says the Repub licans are against student aid should remember D wight D. Eisenhower, a Republican, started the program. We must continue to support loans, but be more aggressive in making sure they are paid back." Without menntioning Andrews by name, Cobey attacked his oppoonent on fiscal issues and poor voting attend ance. "My opponent has voted against three-year across-the-board tax cuts, voted against indexing of taxes, and voted for legislation that threw people into higher tax brackets," Cobey said. "He has definitely been a big spender the National Taxpayers Union showed Andrews voting for higher spending 81 percent of the time and that was when he voted. "I don't want to be overly critical of my opponent, but he just hasnt been on the job," Cobey said. "During July 1984, he voted only 68 percent of the time the lowest record of any North Carolina congressman. People in this district are paying for a full-time congressman and they're not getting representation in votes. Cobey said economic development in the 4th district would be one of bis major concerns in congress. "Like Reagan, Im for high-tech and not high taxes," he said. "New industries have created 98 percent of all jobs and we need the kind of congressman who can be actively involved in recruiting these industries. The federal budget deficit is one of the key issues in the campaign, Cobey said. "We need to maintain economic recovery to increase savings and investment." "That means passing amendments mandating balanced federal budget and tax reform." He said he supported a presidential line-item veto power over the federal budget and controlled growth of enti tlement programs. Cobey also said he supported a school prayer amendment that would permit local school boards to decide whether to have voluntary school prayer.
