t t 2The Daily Tar Heel Thursday, September 27, 1984 Board By RICHARD BOYCE SUIT Writer Amid escalating controversy among citizens, the Carrboro Board of Aldermen barely approved a proposal Tuesday night to build Franklin Street Extension along a path through Carr Street. The town will vote on whether to fund the construction of Franklin Street Extension in a bond referendum Nov. 6, and the board recommended 4 to 3 Tuesday that the extension be built and run along a path from the corner of Main Street and Jones Ferry Road over what is now Carr Street and into Franklin Street. Carrboro Mayor Jim Porto said the proposal would make two parallel roads, Main Street and Franklin Street Extension, connect Chapel Hill and Carrboro and include a bte path and walkways that would make it easier for students to go to and from Carrboro. "We want to free up a lane on Main Street to do something with bicycles," Porto said, in addition to building a bike lane from Chapel Hill to Carrboro and widening walkways along Main Street and the proposed Franklin Street Extension. The board also approved a brochure describing the need and the controversy over the extension to the public and showing where the extension may be built. Only one road connects Chapel Hill and Carrboro and the town is anticipating more traffic in the future as 1-40 is extended and more people come to live in Carrboro. "We hope to attract a lot of small businesses to Carrboro area," Porto said. "We can not attract them unless we control and limit the vehicles (going through town)." "One thing that I do not buy is that there really is a problem," said Jay Bryan, a local attorney who is part of a group of citizens who oppose building a new road. Bryan said he thought that the new road would bring new traffic and new people into town and that this was not neccesarily good. He said the problem here is nothing compared to that in bigger cities like Raleigh. "You can make the roads bigger and it only makes the problem worse, because it brings more traffic and people into town," he said. The Mill Street area has been nominated as a possible historic district of the town, Bryan said. Also, the North Carolina Department of Trans portation is paying for a large portion of the building cost and has the final say over where the road will be put, Mayor Porto said. "Some people in our community feel that this community should not grow," Porto said. "In the next 10 years Franklin Street will be built by the state but we (the town) will have no say in where it (the extension) goes" He added that by building the extension now the town is doing what will eventually be needed because of town growth. By also using some of the town's money to build it, Carrboro has a say in where the extension will go. "Is the real issue we do not want to grow?" The question is the direction Carrboro wants to go," Porto said. TIME MANAGEMENT Barfield: Drugs blamed From Associated Press Reports RALEIGH Supporters of Velma Margie Barfield said Wednes day . there is "overwhelming" evi dence that drug addiction led her to poison her mother, boyfriend and 'two other people. But the daughter of Stuart Taylor, for whose murder Barfield was sentenced to death in 1978, said the evidence was inconclusive and that blaming her crimes on drugs is tantamount to giving drug abusers "license to kill." Barfield, 51, a Robeson County grandmother who admitted on the witness stand that she had poisoned four people, is scheduled to die Nov. 2. She would be allowed to choose between lethal injection and the gas chamber. Her attorneys have asked Gov. Jim Hunt to commute her sentence to life imprisonment. Hunt met last week with supporters and opponents of executive clemency and promised a swift decision. Lynne Garrison, deputy press secretary, said Wednes day she didn't know when Hunt would rule.
