During his administration, North
Carolina became the top state in the
nation in attracting American and
foreign business and industry, accord
ing to a Business' Week survey of
corporate leaders.
"Jim Hunt was concerned about
traditional industry as well as new
industry to diversify business in the
state, said John Evans, dean of the
UNC School of Business
Administration.
Bert Bennett of Winston-Salem,
president of Quality Oil Co. and a key
Hunt backer, said, "Jim Hunt had a
good rapport with business people
throughout the country. People of both
political parties in the state were proud
of Hunt's record."
Hunt's first-term popularity made
him unbeatable in the 1980 governor's
race. After his landslide victory, he
became the Democrats only serious
contender for Jesse Helms Senate seat.
In early 1 983, polls showed Hunt
leading the two-term senator by as
much as 20 percentage points. It was
then that Jesse Helms began an unpre
cendented media blitz to reduce Hunt's
popularity. By June 1984, Helms $4
million in television ads did just that.
Hunt trailed .in polls by four percent.
Hunt found himself on the defensive for
the first time in his political career. Five
months later Jim Hunt was the loser.

Political theorists cite four factors
that affected Hunt's loss: Reagan's
coattails, along with Mondale's unpop
ularity in the state; the Hunt campaign's
lack of a clear strategy; Helms' huge
campaign war chest; and the voters'
acceptance of Helms' accusations that
Jim Hunt flip-flopped on the issues.
Hunt said he "absolutely would have
won minus Ronald Reagan's effect.
"Hunt's people let Jesse intimidate
them, said Thad Beyle, UNC professor
of political science. "They did not have
a workable strategy.
One particularly damaging series of
Helms ads asked: "Where do you stand,
Jim?" The slogan stuck. Many who
voted for Helms said their primary
reason was the senator's clarity on the
issues.
"If there's a negative of Jim Hunt's
two terms it's that Hunt became an
anticipator. He ducked serious ques
tions because he was concerned about
the upcoming election," Beyle said.
Hunt's opponents faulted his admin
istration for being too political. "Hunt
was less than a creditable governor
because of the political machine he
brought about," said Greensboro
Republican William Osteen, a former
U.S. district attorney and state
legislator.
One anonymous Hunt administra
tion official agreed. "He went too far
in using political credentials to put ,
people in jobs." i

Whatever his accomplishments, wha
tever his failings, most believe Jim Hunt
will continue to figure in politics.
He has been mentioned as a con
tender for Republican John East's
Senate seat in 1986 and, by some, as
a potential vice presidential candidate
in 1988.
"Hunt's defeat was a loss for the
nation, not just North Carolina," said
Charles Manatt, current chairman , of
the Democratic National Committee.
"A great many of us who know Jim
and value his leadership hope he will
eventually represent North Carolina in
the U.S. Senate."
Sen. Ernest F. Hollings, D-S.C, who
was a candidate for the Democratic
presidential nomination last year, said,
"People of a state all think their
governors and senators have future
national ambitions and possibilities.
But Hunt can probably be looked to
run statewide in North Carolina again
before he runs nationally."
An aide at the DNC agrees that Hunt
has senatorial ambitions. "In 1986 a
whole set of GQP senators are targeted
to be defeated. John East is one of
them."
Hunt is making no announcements.
As for Hunt's political future, most
people agree there are many options.
But as Beyle puts it, "Politics is in his
