Consider the following problems
confronting our campus:
The percentage of blacks in the
freshman class has decreased from 14.3
percent to 10. 1 percent in four years.
This year's goal of hiring women
in higher administrative positions is
zero.
There are currently only two dorms
on North Campus Ruffin and
Grimes that are accessible tp
mobility-impaired students.
The University continues to invest
in companies operating in South Africa
despite a student referendum demand
ing the University to withdraw such
funds.
Forty percent of the funding for
Chapel Hill's bus system comes from
federal funds. If Congress accepts a
recent Executive Branch proposal to cut
these funds, the town will be forced
either to curtail bus services, raise the
fares or raise property taxes to make
up for the lost revenue.
The University plans to initiate a
$100 mandatory meal plan in the fall.
Tomorrow students will decide
whether they want to follow the path
that I have offered as a candidate
a path that leads the student body
toward renewing UNC's commitment to
its progressive tradition in solving the
types of problems outlined above. Thus
far, the Black Student Movement, the
Association for Women Students, the
Carolina Gay Association, the Carolina
Indian Circle, the Black American Law
Student Association and the Minority
Caucus of Public Health have joined
the "coalition of conscience" through
their endorsements of my campaign.

The responsibilities of the student
body president go far beyond confront
ing the issues that have been addressed
by the candidates in this election.
However, experience has been a big
issue.
In this election there are two candi
dates with absolutely no experience in
Student Government, two candidates
with very little' experience," and four"
candidates whose only experience has
been in the Legislative Branch. It is not
enough to be able to say, "IVe read the
Constitution and talked to the presi
dent. I know the duties of the office."
In this election, as in anything, expe
rience is the best teacher. I am the only
candidate who has had any experience
working in the executive branch of
Student Government. My two years as
Chairman of the Chancellor's and Vice
Chancellor's Committees have allowed
me the opportunity to directly observe
the president's duties along with the
positive and negative aspects of Suite
C, and what I would do differently as
president.
I plan to form the Governing Bodies
United that would coordinate the
presidents of all the major representa
tive organizations on campus on a
regular basis to unite relations between
all students. The GBU would be
instrumental in repealing the $100 meal
plan. My administration would focus
on campus issues instead of those that
do not deal with UNC students, and
appointments to Student Government
positions would be based on individual
qualifications instead of by fraternity or
sororitv. My administration would be

The Student Activities Fee, textbook
prices, the mandatory meal plan and
parking are the most pressing issues
confronting you and me as students.
How Student Government chooses to
resolve these issues will greatly depend
on who you elect to be your student
body president. I offer sensible solutions
and a strong commitment to solving the
problems.
No fee increases. Students pay $292
per year in Student Activities Fees. This
past year the fees were increased twice.
Until Student Government is more
productive, there should be no further
fee increases.
Reducing textbook prices. We shold
reduce textbook prices and increase the
number of used books by requiring
professors to order textbooks at least
one semester in advance, and requiring
professors to use textbooks for at least
two semesters.
No mandatory meal plan. Because
the proposed meal plan applies only to
residence hall residents, this small group
is being forced to provide a financial
base for services the entire community
uses. The administration must reverse
its decision, and if it will not we will
seek legal action to stop the plan.
Parking priority. I believe parking
spaces around dormitories should be
reserved for the people who live there,

for all the frontiers of mankind," and
it is this role that I seek to lead the
student body to play at the campus,
state and national level. We must
remember that UNC was an integral
part of the efforts to secure civil rights
for minorities and we were also at the
forefront of statewide opposition to
United States involvement in Vietnam.
It is imperative that we renew our
commitment to civil rights at home and
abroad. We must tap the intellectual
and creative resources of this student
body to stop the mandatory meal plan,
increase recruitment of minorities at
UNC and sever all ties between the
University and the government of South
Africa. Please elect me as your leader
so we may move toward achievement
of these goals.

Running for student body president
is a great challenge for me. It is certainly
not one that I take lightly. As in all
elections, you, the voter will determine
the winner. I have made every attempt
possible to meet each student at UNC,
whether going door-to-door, stopping
at bus stops, apartments, or stopping
by for a hall meeting. I apologize if in
these three weeks of campaigning I did
not make your acquaintance. It is time
for a new "breath of fresh air," but "fresh

I feel there are three different
approaches in this year's race: the
conviction that the student body
president should use his position to
express his personal opinions on state,
national and international politics, the
opinion that the internal structure of
Student Government should be emphas
ized, and my approach.
I strongly feel that Student Govern
ment should stay on campus. Political
activism is an important part of college
life, but it does not belong in Student
Government, an organization that by
definition represents all students.
Furthermore, this type of activity is in '
violation of the Student Constitution.
Nor do I like the idea that reforming
the structure of Student Government
should be the primary goal of an
administration. A student government
concerned about its internal structure
will not be aware of the issues that are
important to students.
There are many problems on campus
that Student Government can and
should address: the food service,
academic advising, student-faculty
relations, registration and drop add,
student fees, building maintenance,
grounds and library hours, among
many others. We can do something
about the mandatory meal plan I
do not feel that we are fated to live
with it. Academic advising needs
improvement; I would press the UNC
administration to notify us of academic
requirements, procedures and deadlines
through mailings. I also have plans to
improve the relations between students
and faculty through a Lunch With
Your Professor" program. As president,

During the preceding year. Student
Government was used as a tool to
express the viewpoints of certain
individuals. These views may or may
not have been in line with student
opinion, but the fact remains that the
resources of student government were
not used as well as they should have
been. The problems of the campus were
not dealt with.
J As student body president, I will veto
any legislation that does not deal
directly with the students. There are
problems that need to be solved. I will
work to solve these problems. I will fight
for the students.
The food service at this campus must
improve. The mandatory meal plan
needs to be defeated. Competition needs
to be brought in and the cafeterias
operated by ARA Food Services need
to be switched to all-you-can-eat' like
ARA operates at UNC-Greensboro.
Parking decks must be built in the
future and students must have input on
these decisions. Bus service must be
increased. Dormitory residents should
be able to park near their dorms.
Students should get their money's
worth out of Student Government. The
Chapel Thrill concert should be res
tarted. On-campus security should be
improved. And the library should be
open all night. These are the issues my

If you didnt know anything about
geography, the laws of gravity and
Christopher Columbus, you might
believe me when I tell you the Earth
is flat.
If you didn't know anything about
Student Government, its already blo
ated bureaucracy and its past record,
you might believe other student body
president candidates when they make
their campaign promises.
I, Dirk Marshall, hope you don't
believe them. I hope you haven't
listened.
Student Government does not need
to grow any larger. It does not need
to duplicate services already offered in
the Chapel HillCarrboro community
(i.e., an alcohol and drug abuse pro
gram). It does not need to try and take
on the University over the meal plan;
there's no way we'd win the war. It does
not need to add new programs, com
mittees, bureaucracy, etc.
What Student Government does need
is to tell students what is happening
instead of what happened. It does need
to act on student opinion, and not on
the opinion of the clique in Suite C.
It does need to cut back on time and
money spent in worthless programs (i.e.,
providing services that are better
supplied by the community).
Of all the nine candidates, only
Marshall is promising to let you in on
the issues beforehand. I will go in the

uate library that is open 24 hours a day.
All of these are definitely things that
we need and that I can accomplish as
student body president.

Any community with over 20,000
people should have responsible leaders
working for the community. The people
who have been in Suite C have too often
been out of touch with the student body,
and may have even forgotten that they
too were students. I am a student, and
I want to be an effective student body
president.
There are many needs that have not
been identified or properly addressed
by student government. For example,
this University does not have facilities
to treat students suffering from alcohol
related problems. A drug and alcohol
rehabilitation center is a must.
The $100 mandatory meal plan is an
insult and a threat to students' rights.
Paul Parker tells students there is
nothing that can be done to stop the
plan. That is simply untrue. There are
numerous options Paul has not
pursued. The meal plan can be stopped.
Davis Library is one of the premier
research centers in the Southeast. Our
current UNC administration wants to
close its doors long before study hours
are over. Closing the doors of Davis
at midnight is like buying a $40,000
Ferrari and driving it 20 mph. I will
make longer library hours a top priority
of my administration.
These are but a few of the vital issues
my administration will address. It is
time to put the emphasis on students

requires someone with practical admi
nistrative experience and leadership
qualities; a person who can quickly and
thoroughly establish their Student
Government administration and begin
to implement needed changes. The
office also requires someone with a
specific agenda a set of goals and
aims to accomplish while president.
I have the experience I have been
president of Connor Dorm, work as a
staff member of the Marching Tar Heel
Band, serve on the Housing Advisory
Board, and most recently served as
president of the Carolina Student Fund. .
My ; work on campus has brought nie
in close contact with Student Govern
ment, and I have - good understanding
of how it works and what things about
it have not worked.
I have a specific agenda programs
and projects that I see as beneficial. I
would establish the Off-Campus Res
idents Association, serving the needs of
students not living in residence halls.
I also want a Mandatory First Grade
Requirement ensuring that a graded
assignment would be returned to yo.u
before the end of the drop and pass
fail declaration period; I am the only
candidate who has proposed to go to
the heart of the meal service problem
by establishing ARA Check, a student
run external quality assurance group
that would work with the Food Service
Advisory Committee and with ARA to
improve the quality of food, competi
tiveness of price, and satisfaction of
every student with the meal service. I

As a candidate for student body
president, I believe Student Govern
ment should provide a vehicle for
students to express opinions; an organ
ization that should attack campus
problems and search for the , most
practical, realistic solutions.
The proposals that I intend to put
into action are the kinds of things that
you have indicated you want out of a
student body president and from your
Student Government. One idea, Drive-a-Drinker,
would give students a safe
alternative to driving home drunk.
Student Government needs to be a
representative collection of people from
all facets of campus life. To achieve this,
I1 would solicit recommendations from
students, faculty and campus leaders of
all persuasions and affiliations to find
a heterogeneous group. This would
provide Student Government with a
better chance for input regarding the
needs and concerns of students not
only ones with special interests but
all students.
To provide more efficient allocation
of your Student Activities Fees, I would
conduct workshops between the Exec
utive Branch and representatives of
campus organizations to familiarize
organizations with the ins and outs of
the CGC's budget process. If we work
towards unity and cooperation, all
groups can be better off. The Executive
Branch would also educate CGC
members about the budget process and
each organization so that they may
better allocate student fees and thus
better serve the interests of all students.
It is time to emphasize the student

I feel that the best way to eliminate the
plan is to eliminate the University's
justification for a forced plan by
creating a quality food service that
students would use willingly. These are
just a sample of the service-oriented
programs that I would implement as
student body president.
It takes more than qualifications and
well-conceived notions to be student
body president. It takes leadership,
enthusiasm and charisma. Someone
willing to listen to all sides in a dispute.
Someone who works to accentuate the
positive and reframe from negative
thinking such as "won't" and "never."
Someone with an open door one that
lets students in and lets the president
out on campus to talk to students. I
am committed to these ideals in my
campaign and after I am elected. Joe

as a weakness; however, you know and
I know the Union could provide more
services for all students. I would like
to see the space formerly occupied by
the Fast Break converted into some
thing of a coffeehouse where students
can display their talents and congregate
on an informal basis. I would also like
to see the student body president work
more closely with the Union Admin
istration and Activities Board when
deciding office space allocation (cur
rently this is done by the student body
president).
