Towm Couninidl reJMe to give Jam mome permit

The Chapel Hill Town Council
unanimously denied a noise permit for
the South Campus Jam at the council
meeting Tuesday. The concert, spon
sored by the South and midcampus
residence halls, was scheduled for April
14 a Sunday on Ehringhaus Field.
Chapel Hill town manager David R.
Taylor recommended that the council
deny the request for a permit, which
was made by Ehringhaus Gov. Phil
Bridges at last week's council meeting.
A spokeswoman for Taylor said
Wednesday that the town's noise
ordinance, which regulates amplified
music and other loud noise, provides
the most restrictions on Sundays and
weekdays. A noise permit allows these
noises up to a certain decibel level.
The concert, originally scheduled for
March 23, was postponed because of
rain and high winds. Four bands
planned to perform.
Council member Jonathan Howes
said he hated to deny the
permit. "I think this is an appropriate
University event," he said.
Howes apologized to the students

Mayor Pro Tern Beverly Kawalec
suggested moving the concert indoors
because no ordinance prohibited inside
noise. The UNC marching band is
allowed to practice on campus any day
of the week without a permit because
"it's amplified music that we regulate,"
Kawalec said.
"We're still trying to get it reset,"
Bridges said Wednesday. "We might
have to have it in Great Hall." The
residence halls are talking to CMC
Productions of Raleigh, which is
promoting the concert, about reschedul
ing the concert. Bridges said. He added
that the residence halls stood to lose
at least $2,500 if the concert could not
be held.

Mountain roads not be allowed to
remove trees standing more than 15 feet
from proposed buildings. The plans,
called for clearing and flattening spaces
larger than the building foundations.
The council voted to deny the
application for the 91-unit Windy Hill
development after several council
members complained of poor land
usage in the development plan. The
development was planned for Erwin
Road.
The council approved the 171-unit
Cambridge Place housing development,
which is proposed for behind the
Timberlyne Shopping Center off
Weaver Dairy Road.
Nassif administered the oath of office
to UNC professor David R. Godschalk,
who was appointed at last week's
meeting to replace council member
Winston Broadfoot, who died in
new guidelines from both political
parties regarding the office of registrar
and voting registration.
"It appeared to be an abuse of the
office of registrar, but the board decided
not to act against the registar involved,"
said William Joslin, chairman of the
Wake County Elections Board. "We've
asked the political parties to come up
with new guidelines for registrars during
voter registration drives." .
The hearing Tuesday was the result
of a two-page report filed Feb. 27 by
Charlie Poole, Wake County Demo
cratic Party chairman. Poole filed his
complaint with the Wake Elections

In remarks to the council, Godschalk,
a professor in the department of city
and regional planning, said he would
continue Broadfoot 's role in raising
questions about growth issues in Chapel
Hill. Referring to the completion of
Interstate 40 and the growth of the
Research Triangle Park, Godschalk
said, "We need to take time to look
downstream."
Adding that he is looking forward
to serving on the council, Godschalk
said he saw many opportunities
including aquiring public open space
structures, expanding the library system
and improving the town land-use plan.
A resolution calling for a public
hearing on April 22 to discuss reducing
the size of the council from eight seats
to six was postponed because some
council members were absent from the
meeting. "I think we should all be here
to vote on this," Nassif said.

mittee meeting held on April 3. which
Cobb did not attend.
"I don't feel that the members of the
UNITAS Committee are the people I
need to convince of my stand," Cobb
said. "I would like to meet with Mitchell
since he's the president of the UNITAS
Committee, and with Patricia (Wallace)
since she's the student body president,"
and added "I'm happy to invite Mitchell .
