Pasquini said he thought the pro posed Rosemary Square complex would not blend well into the surround ing area and might require the desig nation of a one-way street to speed traffic flow in downtown Chapel Hill. Intersection ot Franklin, Boundary dangerous By BETH OWNLEY Staff Writer A head-on automobile collision Saturday night that injured three people was the twenty-fourth auto mobile accident at the intersection of East Franklin and Boundary streets since the beginning of 1984, Chapel Hill police said Wednesday. Keith Lohmann, police planner for the Chapel Hill Police Depart ment, said the area between Boun dary Street and Roosevelt Drive was dangerous, but the curves had been re-marked with yellow paint, and Roosevelt Drive had been improved. He added that there might be other ongoing minor changes, but no major adjustments to the area were planned. Lohmann said that nothing could be done to the area, "short of condemning 200 pieces of property." In connection with Saturday night's accident, Richard Estes, 19, of Durham was charged with driving while impaired, driving left of the center line and speeding. Pasquini called the design "immense and overpowering'' and said he thought its height would be conspicuous in relation to other buildings. lt doesn't blend in at all with what's around it," he said, adding that he was opposed to the design rather than the concept of the development. Estes, and the passenger in his car, Edward Clay of Whitesville, W. Va., were thrown from the car when it crossed the center line and struck the car of Vicki Bryant, 24, of Durham. They were transported to N.C. Memorial Hospital with incapacitat ing injuries. Clay was released Sunday, and Estes was reported in good condition Wednesday. Bryant, also injured in the acci dent, was reported in good condition at NCMH. The accident caused an estimated $2,500 worth of damage to Estes' car and $2,800 worth of damage to Bryant's car. The Orange County Board of Elec tions has set several extra places for people to register to vote in the Nov. 5 elections. Although reports show an increase in traffic flow in the vicinity of Rosem ary Street, the planning staff said they did not predict that the increased flow would cause long waits or blockages. Julian, who has lived in Chapel Hill since 1936, said he decided to run for council because he wanted a chance to contribute to the far-reaching decisions facing the council over the next four years. Julian said the primary concern facing the town was keeping the town center a "viable hub of activity for the entire community's economic well being." To do this, he proposes con tinuing efforts to minimize traffic congestion, providing additional off street parking and augmenting the type of shops and offices that will attract people to the town. Among his other concerns, Julian listed affordable housing, growth management and continued coopera tion between the town and the University. "Many folks who work in Chapel Hill cannot even afford to live within the town limits," Julian said. "By forcing ment and the public libraries will all be open for voter registration during regular business hours until Oct. 7. Registration will also be held at University Mall on Sept. 28 from noon to 4 p.m. and on Oct. 5 from noon to 4 p.m. People who register this fall will be told where to vote by the person who registers them. The hurricane, the strongest storm ever recorded in the open Atlantic, had 150-mph winds Wednesday evening and was 500 miles south southeast of Cape Hatteras. It was traveling northwest at nearly 20 mph. The storm was expected to hit late tonight. Advocating an inclusion policy, Hare said he didn't want any minority groups denied a voice in Chapel Hill's social, economic and political affairs. Matters concerning and affecting the people should be addressed and resolved "through the forum of grassroots democracy," he said.
