Dy MARY f.'ULVIHILL SfcaT Writer v The Chapel Hill Board of Adjustment will decide tonight whether a road in the plans for the Franklin Hills sub division should be permitted to cross the Resource Conservation District. The proposed Demming Road would span part of Bolin Creek and wind through the 52-lot subdivision off East Franklin Street, between Long Pine, Carolina Avenue and Elizabeth Street. The Chapel Hill Town Council last February established the conservation district along Bolin Creek, Booker Creek and Morgan Creek and amended the town's development ordinance to restrict all development within the area. Goforth Properties of Chapel Hill, developer of Franklin Hills, must apply to the Board of Adjustment for a variance or exemption from the Resource Conservation District regula tions to build Demming Road. The council approved the Franklin Hills plans last November on the condition that the Board of Adjustment TgcEi came down with the ball for one of his game-high 13 rebounds and then fed Smith on the break for a foul-line jumper which cut the lead to three. UNC continued its pressure. Hale tipped the ball from Craig Neal, Lebo stole it, was fouled and hit both his free throws. After Ford hit a free throw to give Tech a 70-68 lead, Daugherty connected on a turnaround 12-footer from the left baseline to tie it with 0:54 remaining. Georgia Tech had led since the 1 1:27 mark of the first half. Both teams had a shot to win it in the final 20 seconds of regulation but each one missed. Smith missed from long range with three seconds left and Lebo's rebound follow just missed as the buzzer sounded. Daugherty gave UNC a 72-70 lead a minute into overtime when he hit a jumper from the foul line. Both teams pressed tremendously but couldn't get anything to go in until Price, bringing the ball upcourt, faltered with 1:54 left. . He threw a pass right into the hands of Hale, who lobbed a pass to Smith streaking toward the basket for a lay in and a 74-70 lead. North Carolina led 76-74 with 0:20 left in overtime when coach Smith called a time-out. It looked like UNC had pulled out the win, but Lebo's inbound pass was stolen by Price, who rocketed down court, was fouled by Smith and made the layup. Pandemonium hit the Omni, until official Hank Nichols ruled Price had been fouled before the shot. He hit his first free throw to cut UNCs lead to 76-75, but missed the second. Some of the board members did not agree that the variance was necessary. Tom Hammonds, Tech's leading scorer with 16 points, hit a jumper to cut the lead to 78-77, but time ran put there on the Yellow Jackets. ; At halftime, Tech seemed to have all the time in the world. The Yellow Jackets had taken a 42-32 lead at halftime on the strength of its rebound ing (they outrebounded UNC 22-13 in the first half) and the inside shooting of Hammonds, Puane Ferrell and John Salley, who combined for 13-of-20 shooting from the field. Those three keyed a 16-4 Tech run that turned a 13-12 UNC lead into a 28-17 deficit. During that stretch of 3:38, the Yellow Jackets made three three-point plays and seven UNC fouls were called. North Carolina cut the lead to 28-22 but when Ferrell slam dunked a pass from Bruce Dalrymple with 2:31 left, Tech took a 40-26 lead, its biggest of the game. Outside shots by Lebo and Hale and a slam by Martin cut the lead to 10 at halftime. In the end, though, the game went to the team which had more poise, and the Yellow Jackets were found wanting.
