Hill Town Council last Tuesday to
drop a proposed new landfill site
from the town's land use plan. New
multi-family areas that are proposed

"Putting it on the land use plan would
go a long way towards getting it
approved without a serious study."
Concern was also voiced about
new multi-family areas proposed in
the plan. Residents say these devel
opments could aggravate traffic
problems that already exist in these
areas.

ROCK HILL, S.C. The Nuclear
Regulatory Commission has reduced
a proposed civil penalty against Duke
Power Co. from $64,000 to $20,000
for allegedly giving bad performance
reviews in the early 1980s to an
employee who pointed out safety
violations at a construction site near
Rock Hill.
The commission announced the
revised proposed fine Tuesday.
The finding of the violation was

said a new multi-family development
could possibly endanger children
who walk to Estes Drive Elementary
and Guy B. Phillips Junior High
schools by creating more traffic.
The hearing on the land-use plan
was held at Chapel Hill High School
and was attended by about 200
people. More than 40 people
addressed the council.
The proposed new landfill site
could endanger the area's ground
water supply and possibly cause
health problems by attracting wild
animals, resident said at the hearing.
They also complained that the site
based on a partial decision issued by
the NRC and the Atomic Safety and
Licensing Board on June 22, 1984.
The licensing board concluded that
a quality control welding inspector
foreman had been poorly rated in
performance appraisals from 1981 to
1983 because he and his crew had'
brought safety concerns involving the
construction of the Catawba nuclear
power plant near Rock Hill to the
attention of Duke management.
A $64,000 fine was proposed in
August 1985 for the violation, but

was not adequately studied before it
was purchased by Chapel Hill,
Carrboro and Orange County two
years ago.
Don Francisco of the Chapel Hill
Planning Board said the board would
recommend that the new landfill site
be dropped from the land use plan
because of questions and concerns
about the site.
Community Planning Task Force
Chairman Berry Credle said the task
force recommended that the site
remain in the land use plan. He said
a change in sites should be made if
a better alternative can be found, but
Duke asked that the fine be
mitigated.
The commission said that after
reviewing the company's response,
the commission staff concluded that
the severity level of the violation and
the proposed civil penalty should be
reduced.
The commission said the reduction
was warranted "because the incident
was a relatively isolated event, and
the licensee's management of, the
quality assurance and control pro
gram at Duke was relatively good."

he added it should not be taken out
of the plan until a change is ready
to be made.
The proposed land use plan would
serve as a guideline for Chapel Hill's
future development. The town coun
cil is scheduled to vote on the plan
at its July 14 meeting.
The plan would update the current
land use plan, which was passed in
1977. It would call for preserving
Chapel Hill's existing neighborhoods
and establishing acceptable and
defined boundaries for future town
limits.

Duke Power has 30 days to either
pay the fine or request a hearing.
Mary Boyd, spokeswoman for
Duke, said the company "was pleased
that the NRC reduced the civil
penalty because it recognizes the
good management of our quality
assurance program and that we acted
promptly to resolve personnel issues.
"We will be reviewing the NRC's
new proposal and make a decision
based on that review. We will take
the time we have and make a deter
mination on whether we will pay the
fine."
Treatment
for AIDS

WASHINGTON More than a
thousand AIDS patients are
expected to enter experimental drug
treatment studies shortly as .14
medical centers establish new feder
ally sponsored therapy evaluation
units, it was announced Monday.
, About $20 million per year is to
go to the centers over the next five
years in an effort to coordinate
studies and test potential treatments
against Acquired Immune Deficiency
Syndrome, said Anthony S. Fauci,
director or the National Institute of
Allergy and Infectious Diseases.
Fauci, whose agency is part of the
National Institute of Health, said it
expected as many as 1,000 patients
to be enrolled at the AIDS Treatment
Evaluation Units within the next six
months. This would be in addition
to the estimated 3,000 AIDS patients
now in experimental treatment trials,
he added.
Five of the chosen centers are in
California and three are in New York.
Other centers selected on the basis
of their grant proposals are Harvard
University, Cambridge, Mass.; Johns
. Hopkins Universfly, Baltimore, Md.;
University of Miami; University of
Pittsburgh; University of Texas;
M.D. Anderson Hospital, Houston;
and University of Washington.
