Ctapel Hill annexation protested.

No hearing has been arranged yet
for Gary Wallace, a Durham County
resident who claims his land was
incorrectly classified when Chapel
Hill annexed some Durham County
land at midnight Aug. 31.
But other citizens' complaints
have been passed on to Chapel Hill
government agencies for review,
Arthur Jackson, Chapel Hill
planner, said Monday.
The annexation, which was
approved by the Chapel Hill Town
Council July 14, added about 492
acres near U.S. 15-501 and Inter
state 40 in Durham and Orange
counties.
Wallace's land lies in both Orange
and Durham counties. Orange
County Superior Court Judge Tho
mas H. Lee ruled Aug. 30 that
Wallace's land could not be annexed.
The 4-acre parcel would have been
part of Annexation Area C, which
also includes property south of Old
Chapel Hill Road, Colony Lake,
Colony Woods East and White Oak

Rep. Jack Kemp spent Monday
in North Carolina to offer his
support for long-time political ally
Republican Sen. Jim Broyhill in his
candidacy for Senate.
Kemp, a likely candidate for the
GOP presidential nomination in
1988, has known and worked with
Broyhill since Kemp was first elected
to Congress in 1970.
In a news conference at Broyhill's
Wake County headquarters, Kemp
praised the senator's recent efforts
to limit textile imports by overriding
President Reagan's veto of the bill.
He said the Reagan organization
should take a "vigorous" approach
to international trade.

"As far as we can see, things
worked very well in the residence
halls," Boulton said.
Chapel Hill police arrested seven
students one Friday and six
Saturday, said Keith Lohmann,
police planner. Three were arrested
for underage possession; four were
arrested for public consumption of
alcohol.

weekend," he said.

But Wallace claims that the town
improperly called his land "urban
ized" and used different criteria from
those it used to classify the other two
pieces of land in Area C.
State laws require that the town
use the same criteria for all parcels,
the suit argues.
Wallace's lawsuit was filed Aug.
13, and the decision on whether or
hot his land Will be annexed is
pending on the outcome of the case
in Orange County Superior Court.
Jackson said the town had been
considering many different areas for
possible annexation since October of
last year, including those in Durham
County.
"The town passed a Resolution of
Consideration this April, and Areas
A, B and C were finally decided upon
as the best for annexation for a
variety of reasons, such as just how
much work it would take to bring
the land up to municipal standards,"
Jackson said.
"Annexation across county lines
poses no problems," Jackson said.
"Durham has annexed land from
Orange County before and this is not
supports Broyhill Senate
"It is ridiculous that our country
is subsidizing other countries who
then subsidize their exports against
U.S. exports," he said. "It is ludi
crous for the IMF (International
Monetary Fund) and the World
Bank to give subsidies to foreign
countries who turn around and
manipulate their currency to take
advantage against the United States
dollar."
Broyhill, a congressman for 24
years, is running against former Gov.
Terry Sanford for the seat held by
Sen. John East. He was appointed
by N.C. Gov. Jim Martin to fill the
seat left vacant following East's
death in July.
Kemp, a Republican from New
York and former quarterback for the
confidence that students would
continue to behave well and abide
by the law.
"It seems to be working," said
Frederic W. Schroeder, dean of
students. "I don't for a minute
suggest that's an in-depth study, but
as I understand it, things went pretty
well."
Chancellor Christopher C. Ford
ham III said he was glad the weekend
passed without incident. But it's too
early to judge whether the higher
drinking age will achieve its goal of

Durham County."
But residents of the annexed area
have used public hearings like a
much-publicized one on July 14
before the Town Council to
discuss how their new citizenship
might hurt them.
Many also have written letters of
what Jackson calls "concern, not
complaint," about privileges they
fear they will not be given.
Bus service will not be extended
to meet the needs of the town's new
residents, and even though residents
of that area will be expected to pay
taxes just like all other Chapel Hill
residents, they will not be able to
send their children to the town's
public schools, some citizens say.
Other citizens say they fear they
will not have a Chapel Hill address,
zip code or phone number. The latter
might mean that they are expected
to dial long-distance to a town they
are considered residents of, they
propose.
Buffalo Bills, spoke to about 400
Young Professionals for Broyhill at
a luncheon in Winston-Salem and
received an honorary degree from
Wake Forest. He then officially
opened up Broyhill's Wake County
headquarters and attended a $125-a-couple
fundraiser at the Raleigh
Hilton.
Broyhill campaign manager Doug
Haynes said about 200 tickets were
sold for the fundraiser, which was
sponsored by Martin, Rep. Bill
Cobey of the 4th District and other
high-ranking Republicans from
North Carolina.
Kemp has no plans to return to
North Carolina during the election,
said press secretary Dave Hoppe, but
"Congressman Kemp would do
reducing drinking and drunk driving
among people under 21, he said.

Jackson said the town has for
warded the residents' concerns to
governmental and quasi
governmental agencies to see what
can be done about resolving them.
He added that while some resi
dents of that area did not want to
change their status to "Chapel Hill
resident," a good many people did.
"We feel that those people will be
better served as . a result of this
annexation," Jackson said. "They
will be looked after more efficiently
by the police and fire departments,
and they will also have free garbage
pick-up.
"1 don't know what will happen
about the zip codes or phone
numbers because all of that has been
passed on to other agencies who can
deal with working to alleviate the
concerns expressed by the residents
of the annexed area," he said.
Jackson said Chapel Hill has an
agreement with Durham stating it
will not annex anything east of Hope
Road but that anything west of Hope
Road is open to consideration for
future annexation.

Explosion in Paris city hall
kills one, wounds nineteen

PARIS A bomb exploded
Monday in a post office on the
ground floor of Paris' ornate
17th-century city hall, killing a
woman and injuring 19 other
people.
It came four days after a bomb
failed to explode on a crowded
commuter train in central Paris.
There was no immediate claim
of responsibility for the latest
attack, which occurred about 7
p.m.
The fire department placed the
casualty toll at one dead and 19
injured, one of them seriously. A
witness said that the woman who
died was "completely blown
apart."
Premier-Jacques Chirac, who
is also mayor of Paris and main
tains an office in the building,
called for a war against terrorism,
"this leprosy of modern times."
