Four weeks away from the Nov.
4 election, the State Board of
Elections has issued a new directive
to deal with the old practice of vote
buying. : Alex Brock, executive director of
the board, said the directive was
issued to alert the public to certain
unfair elections practices that occur
with every election.
The directive was prompted by the
FBI's Project Westvote in western
North Carolina and a concern that
local officials should become more
involved in handling vote-buying

board a train next week to campaign
across the state in a style reminiscent
of years gone by.
The two-day whistlestop" tour
will begin Monday in Asheville and
will include Marion, Morganton,
Hickory, Statesville, Salisbury,
Kannapolis and Charlotte.

Reagan intends to stand firm on his
"Star Wars" plan and urge an 80
percent slash in Soviet nuclear
missiles in Asia at his meeting with
Mikhail Gorbachev in Iceland, an
administration official said
Wednesday.
If the Soviet leader agrees to make
concessions on the missiles, Reagan

Reagan said that since he took
office, the average sentences for
drug-related and other crimes are up.
Sens. Strom Thurmond, R-S.C, and
Broyhill are in the majority on the
Senate Judiciary Committee that

will be turned over to Teddy
Kennedy (D-Mass.) and Joe Biden

Project Westvote is a federal
investigation of vote-buying insti
tuted after the 1982 election. It has
resulted in more than 40 convictions,
including three sheriffs, in four
mountain counties.
The 1982 convictions generally
centered on sheriffs races, but the
1986 elections will also include
county officials.
The directive includes a sample
affidavit that local elections officials
can use to report allegations to
district attorneys, he said.

Brock said that any private citizen
can make a statement by citing both
the incident and its nature and by
signing the statement in the presence
of an elections official. .
The public is the best safeguard
we have against unfair election
practices. Brock said. "We have no
way to supervise every individual's
vote; reports from the public are the
only way information of this nature
comes forth."
Although vote-buying is discussed
more than it actually happens, Brock
said it is still a serious problem.

and warn him that without an
improved human rights atmosphere
in the Soviet Union, there would be
no lasting improvement in U.S.
Soviet relations.

Price and Bill Cobey have agreed to
debate several times on radio before
the Nov.4 election.
A taped debate between Cobey,
the Republican incumbent from the
4th District, and Price, his Demo
cratic challenger, will be aired Oct.
15, said Margaret Lawton, press
secretary for Price. The debate,
recorded in September, will be
shown at 8 p.m. on WUNC-TV.
Also on Oct. 1 5, WPTF Radio will
air an hour-long panel discussion
with reporters, Lawton said. At least
two other debates have been sche
duled later in the month on WTVD
and WPTF-TV, she said.
Cobey . and Price will discuss the
issues of tax reform, PAC campaign
contributions, the licensing of
tf nuclear power plants and others,
Lawton said.

House amends drug bill
WASHINGTON - A com
promise anti-narcotics bill was
approved Wednesday by the
House, which included a death
penalty for drug-related murders
despite a threatened Senate fili
buster that could kill the election
year legislation.
The bill would provide the
death penalty for murder to
further a continuing narcotics
enterprise.

debate on WRAL-TV Oct. 12, but
decided against it when a debate
between Republican Sen. Jim Broy
hill and Democratic nominee Terry
Sanford was scheduled for the same
