A proposal calling for an open
Republican presidential primary will
be voted on during the North
Carolina GOP convention in May,
said Jack Hawke. N.C. Republican
Party chairman.
Hawke's proposal to the conven
tion will be separated into two parts.
The first part applies to registered
voters with no affiliation (indepen
dents) and the second part concerns
allowing Democrats to vote in the
Republican primaries.
The purpose behind this strategy
is to ensure that the whole proposal
would not be struck down by the
courts if it were to pass.
In December the U.S. Supreme
Court ruled in the case of Secretary
of State of Connecticut Tachjian vs.

state cannot determine which voters
may participate in a political party's
primary.
"The way we understand this
ruling is that we can set our own
rules as to who may vote in our
primaries," Hawke said. "I don't
think they would strike down the
whole proposal anyway, but by
making the proposals into two steps,
well at least open the primaries up
to the independents and no-party
affiliation voters."
The N.C. Republican Party hopes
the crossover primaries would be
able to attract conservative inde
pendent and Democratic voters who
are already "behaviorally Republi
cans," Hawke said.
The party also hopes to prompt
the 1980s, the U.S. birth rate has
stabilized, Kent said, explaining that
the rise was due to baby-boomers
w ho had delayed having children.
She predicted that the U.S. birth
rate will remain stable in the near
future. "In the short term, nobody
is expecting the rates to go up."

"Twenty years ago the people
voted the way they registered; now
they'll vote Republican but won't
register with us," Hawke said.
N.C. Democratic leaders do not
think the crossover primaries would
have that much effect on the way
Democrats vote, said Ken Eudy,
executive director of the N.C. Demo
cratic Party.
Eudy said the party was opposed
to the plan because they wanted
Democrats electing Democrats.
"What Jack Hawke is not saying,
is they tried to get people to switch
over a couple of years ago, and the
operation did not work. This, plan
is not going to work either," Eudy

China's birth rate rose from 18

"I'm not as concerned about our
Democrats going over to them as I
am (about) the right-wing radicals
messing up our nomination process,"
he said.
Hawke said infiltration of the
primary by a liberal group who
would vote for a weak Republican
to sabotage the election would
probably not be a problem.
"After 25 years of working on
campaigns, I've found it's hard
enough to motivate people to vote
for someone they favor, much less
someone they do not want to win,"
Hawke said.

kills nearly 150 in Sri Lanka

COLOMBO, Sri Lanka A
car bomb at rush hour Tuesday
created an inferno at the main bus
terminal that officials said killed
up to 150 people, bringing the
death toll from terrorism to
nearly 300 in five days.
The bombing was the third
attack since Friday on this island
south of India, where Tamil
insurgents have waged a four-year
war for an independent nation
against the Sinhalese majority.
Tamils killed t least 142 people
in northeastern Sri Lanka Friday
and Monday.
U.S. makes another Iran deal

Reagan's National Security
Council has approved the sale of
a $900,000 computer system to
Iran, industry and administration
officials said Tuesday.
The approval represents the
first major U.S. transaction
involving Iran since disclosures in

President Reagan Tuesday to lift
trade sanctions against Japan, but
Reagan's chief spokesman said
action is unlikely before Prime
