JORDAN Staff Writer Five bills designed to regulate alcohol consumption in North Carolina were introduced last week in the N.C. General Assembly by Rep. Coy Privette, R-Cabarrus. Privette's bills would prohibit the sale of cold beer and wine for off premise consumption, ban all open beer and wine containers from motor vehicles, eliminate the practice of brown-bagging, require any estab lishment that sells alcohol to post health-warning signs, and prohibit alcohol advertisements originating in North Carolina. All of the bills except the limita tion on the sale of cold beer and wine were proposed and defeated during the 1985 session of the General Assembly. Chapel Hill businesses and bars have not favored the proposals. "1 think it's ridiculous," said Bobby Lee Snitzer, manager of Fowler's Food Store. "It's just political, like the warning on cigarettes. No one reads it. It doesn't deter anyone. If people want it (alcohol), they'll get it." Mark Burnett, manager of He's Not Here, said the laws will hurt business. "All they're doing now is making it a pain (to get beer)," he said. Privette, who is also a Baptist minister, said his proposals are based on documented, alcohol-related problems. Alcohol consumption is linked to 200,000 deaths and $100 billion in damages nationwide each year, he said. Bowman said the bills are neces sary because of alcohol-related deaths. "We talk about crowded jails, but we've got crowded cemeteries," she said. The N.C. Restaurant Association opposes all of Privette's bills, said Jerry Williams, executive vice pres ident of the association. Williams said the bills could not be enforced by the General Assembly. "We would like for everyone to consume all alcoholic beverages in restaurants, but that's not enforce able either," he said. Williams said he might support the ban on brown-bagging if the state would allow mixed drinks in all counties. It is unlikely that Privette's prop osals will fully solve the problem of alcohol abuse, said Rep. Anne Barnes, D-Orange. Although Barnes voted against the proposals when they were intro duced in 1985, she said she would give the proposals careful consider ation when and if they are brought to a vote. . The bills are under review in the N.C. House Alcoholic Beverage Control Committee chaired by Rep. David Redwine, D-Brunswick.
