The Daily Tar Heel Thursday, September 10, 19873 By ANDREA SHAW Staff Writer The Chapel Hill Planning Board will recommend in October that the town council approve the downtown Westcourt complex, a $12 million retail, office and residential project. Before construction can begin on the complex proposed for West Franklin and Rosemary streets, the town council must issue a special-use permit, said Diana Woolley, town planner. The permit is required before construction can begin on any project that would occupy more than 20,000 square feet of floor space or one acre of land. . If approved, construction of the Westcourt complex will be completed in three phases, said Chapel Hill developer Guilford Waddell. The project will consist of two six story residential buildings and the existing 30,000 square-foot Southern Bell building. The first phase will include reno vation of the Southern Bell building for shops and commercial space. Waddell said renovations should take 60 to 90 days to complete. Plans call for 24 condominiums in the West Franklin Street building and 20 condominiums in the West Rosemary Street building. Prices for these residential units range from $150,000 to $200,000. The second phase will include construction of a sixrstory residential building beside the Southern Bell building on West Franklin Street. If the special-use permit is granted by the end of October, Waddell said these condominiums should be com pleted by mid-1988. The last phase will include con struction of a second six-story resi dential building on West, Rosemary Street. Waddell said.- the" building should be completed by January 1989. The project also includes plans for athletic clubs, six guest bedroom suites for rent to visitors and under ground parking decks. "The plans are about 50 percent complete (including recommended planning board changes), and we're still on schedule," Waddell said. "It's rare that the planning board will approve something of this size." Waddell said the complex, as well as. the controversial Rosemary Square project, should be good for the downtown area. Rosemary Square is a hotel, retail and parking complex proposed for Rosemary and Henderson streets. "This is primarily a residential project in the heart of Chapel Hill," Waddell said. "WeVe already had people coming to us with deposits for condos. So we (Rosemary Sqaure and Westcourt) should complement each other." Town council member Jonathan UNC policeman files grievance against department By KIMBERLY EDENS Staff Writer Yet another University police officer has filed a grievance against the department, alleging that a June departmental reorganization was conducted unfairly. , , Officer Marcus Perry joined 13 other officers who filed similar complaints. Perry claims he was denied an equal opportunity when he applied for a promotion. Perry said Tuesday that he applied for the position of lieutenant training officer in June, but did not receive the promotion. He filed his grievance a few weeks ago, when he was told by a sergeant in the department that he had not been considered for the position because he was "ineligible." Perry said he asked why he had been considered ineligible, and was told he had not been with the department long enough. Perry joined the campus police force in January 1987. But Perry said he was eligible, according to Dan Burleson, assistant personnel director for employee relations, because Perry worked for state law enforcement agencies since September 1980. Perry said Burleson told him that he had simply not been considered for the position. Burleson would not comment on the matter. Perry went through step one of the grievance process, meeting with Robert Sherman, UNC's director of security services. "He did not address my grievance to my satisfaction," Perry said. Sherman declined to comment on the meeting. During step two of the grievance process, Perry met with the personnel department, and asked that another lieutenant training officer position be created, with the same-pay scale and job description as the one he was denied. ' Burleson offered a different reso lution to the matter, Perry said. "He (Burleson) agreed that I had not been considered, and I had not been treated fairly, and he said I should be given an apology," Perry said. Perry said he was not satisified with an apology. "I consider it detrimental to my career," he said. "I think they picked who they wanted."
