The driver of the van, Robert Smith Howell, escaped injury. . Howell is enrolled in the UNC evening college. lvey, who is not a UNC student, returned to NCMH later in the afternoon for reevaluation, but was not admitted. Officers of the Chapel Hill Police Department who responded to the accident had not filed a report by Wednesday evening, pending further investigation. No charges have been filed. Since most drinking is confined to rooms and RAs dont make forced checks of rooms, Connelly said, the policy has been easy to enforce. Houston Spencer, an RA in Car michael, said that if all parties involved respect each other, the policy is not hard to enforce. "It depends on the relationship between the RAs and the housing department and the resident on how it's enforced," he said. "If there's good spirit, the policy will be effective." Few confrontations with residents over alcohol have occurred this year, Spencer said. So far, all the situations have been resolved calmly, without involving outside parties. Clark said RAs have been doing "fairly well" in terms of enforcing the policy, but he is a little concerned over the lack of consistency in enforcement. "Some (RAs) may be more inclined to look in an open window for people drinking, while to others this would never even occur," he said. Carolyn Watts, an RA in Aycock, said the policy is not hard to enforce. "There are always those who will try to challenge your authority," she said. "Certain residents will hold it against you, but it has not been a big problem." Watts said she has had to confront three people this year about alcohol, and she had to send one of them to the area director. ' " ' The policy has' forced changes' in the type of parties held in residence halls, since alcohol is rarely served. Since this year's freshmen and sophomores never became used to dorm-wide keg parties, Platts said, attendance at parties is returning to previous levels. People may come to dormitory parties for different reasons now, he said, but they still come. , "We had a mixer at Teague last week and it went very well," Platts said. Clark said one problem caused by the alcohol policy is juniors and seniors moving out of the dormitories to escape the regulations. "Many juniors and seniors Avere very accustomed to exercising their right to drink," he said. "And when they saw that the policy was going to be enforced, they decided to move to apartments or something." According to University housing statistics, the number of juniors and seniors living in residence halls was 23 percent in 1985, 26 percent in 1986 and 26 percent this year. Platts said he considered moving off campus last year, but this year he's 21 and it's more convenient to live on campus.
