Marshals' search for fygitive; frleimdls fear

ican Indian Eddie Hatcher while
Hatcher's friends worried that foul
play or the threat of it might have
kept him from surrendering after his
bond was. revoked.
; "We have no indication why he's
doing this, none whatsoever," said

RALEIGH The state official

than 150 convicted drunken drivers
back , behind the wheel has been
fprced to resign, Gov. Jim Martin

section of the N.C. Division of Motor

investigation pinned the blame on
him, Martin said at a news
; "He has been asked to resign and
he has submitted his resignation," the
governor said, adding that Clark had
"made a mistake of judgment but
nevertheless a very serious mistake."
DMV officials are trying to correct
the error, taking back as many of the
wrongly awarded licenses as possible,
He said he had been notified
Monday night that employees in the
driver's section erroneously notified
the convicted drunken drivers they
could reapply for licenses.
All had been found guilty of more
than one impaired-driving offense

does not make any sense.
"If he has any enemies, he's more
. likely to encounter them in a fugitive
status than in the custody of the U.S.
Marshal Service," Berryhill said.
"Any concerns about his safety while
in the custody of the Department of
Justice would be totally, erroneous."

resigns ' .
and two had been charged again since
having their driving privileges
Under the 1983 Safe Roads Act,
anyone convicted of drunken driving
a second time loses his license for four
years. But the license can be restored
after two years if a hearing officer
approves a person's appeal.
Hearing officers cn accept or
reject appeals or refer them to a
medical review board for further
consideration. An officer can allow
a person to continue driving until the
medical board renders a decision.
In the cases of the 150 multiple
offenders, the hearing officers had
referred them to the medical board
without granting any of the people
permission to drive. But Clark's office
notified the drivers that they could
reapply for limited driving privileges,
meaning they could drive with res
trictions such as only before dark.

Hatcher Thursday after he failed to
appear as promised Wednesday
afternoon. Marshals also were circu
lating wanted posters.
Hatcher, 30, and Timothy Jacobs,
20, are accused of taking up to 20
people hostage at-The Robesonian
newspaper office in Lumberton Feb.
I. They were ordered returned to jail
Wednesday by the 4th U.S. Circuit
Court of Appeals while it considers
whether they should have been
granted bond in July.

know he has simply disappeared.
"Now whether there's a misunder
standing about the day and time he
had to surrender, or whether he got
frightened and wants to surrender
surrounded by the media, or whether
he's been harmed in some way, I have
no idea and no way to make a
decision among those possibilities,"

"I think people understand that,
given the number of unsolved killings
in. Robeson County, it's certainly
understandable that someone would
doubt whether they would live long
enough to go to court," Kuby said.
Chapel Hill lawyer Barry Nakell,
who is helping in Hatcher's defense,
said Thursday, "I can't comment on
that," when asked if he. had spoken
with his client.
Jacobs, interviewed at the Bun
combe jail, said he was concerned
about Hatcher's safety.
