Americans' education level

WASHINGTON Americans
are more educated than ever, setting
records for the share of people with
high school diplomas and college
degrees last year, the Census Bureau
reported Wednesday.
More than three-quarters of people
aged 25 and over have completed high
school and nearly one in . five has
finished at least four years of college
both new records the Bureau
said in a new study on educational
attainment.

plunged into preparations Wed
nesday for their first debate,
poring over fat briefing books and
getting tips from media and pol
itical advisers. Dukakis took out
time to propose a "Healthy Start"
program guaranteeing basic med
ical care for poor women and
children. .
"When children and their fam
ilies have needed a helping hand,
the Bush administration has given
them a cold shoulder," Dukakis
said during a visit to Brigham &
Women's Hospital in Boston.
"Yflien the time came to stand
up for our children's health care
needs, Bush was nowhere to be
found," the Democratic nominee
said.
Bush, with his schedule cleared
of public appearances, spent the
day in Washington meeting with
advisers in preparation for the
nationally televised debate Sunday
night. The 90-minute debate at
Wake Forest University in
Winston-Salem, N.C., will begin
at 8 p.m. EDT.

"The entire post-Second World
War era has been characterized by
an expansion of educational oppor
tunities and structures in the coun
try," Kominski said in a telephone
interview.
"In the 1960s the civil rights
movement added another level of
opportunity. And the expansion of
college grant and aid programs in the
'60s and 70s allowed this to con
tinue," he said.
Bush's schedule included a
mock debate with former Deputy
Treasury Secretary Richard G.
Darman, Bush campaign sources
said.
With the real debate just four
days away, the two campaigns
settled their argument over the
height of the lecterns where the
two candidates will stand.
The 6-foot-1 Bush will stand at
a 48-inch high lectern, down
slightly from his customary 52
inches. Dukakis, at 5-foot-8, will
stand behind a 41-inch lectern and
use a small riser, a Bush source
said:
Before resolving the matter,
Dukakis officials had pushed for
shorter lecterns for both while
Bush staff members argued for a
minimum of 46 inches, saying their
lanky candidate would not stand
behind anything that made him
stoop.
President Reagan offered
encouragement for the vice pres
ident. Asked whether he'd given
Bush any debate hints, Reagan
responded with a chuckle, "Take
no prisoners."

Also, Kominski added, changes in
the age breakdown of the population
have had an impact, as the less
educated elderly die and the numbers
of younger people who have spent
more time in school increase.
People in their teens, with 80 to
90 percent completing high school,
are replacing older folks who were
raised at a time when completion of
six to eight years of schooling was
a major accomplishment, he said.

RANGOON, Burma Gen. Saw
Maung on Wednesday became the
fourth head of government in two
months, and the government said
troops have killed more than 140
civilians since the hard-line officer
ousted the civilian president on
Sunday.
Demonstrators demanding demo
cracy and a halt to 26 years of
authoritarian rule stayed off the
streets for a second day during the
crackdown.
Troops killed 67 people, wounded
34 and arrested 100 "in the course
of the government's law and order
restoration work" in Rangoon and
three other areas Tuesday and Wed
nesday, government spokesman
Kyaw San told reporters.
San said he had no knowledge of
a rumored . sweep by authorities
against student leaders who spear
headed the pro-democracy protests.
The latest tally brought the official
death toll since the coup to 144. But
some Western diplomats in Rangoon
believe at least 400 people have been
killed in the Burmese capital alone,
many when troops opened fire on
largely unarmed protesters Monday.
"At Rangoon General Hospital,
there were 200 corpses on Monday
night and that was only one hospital,"
said one diplomat, speaking on
condition of anonymity.; " "
State radio said Saw Maung was
named prime mininster by the nine
member governing council,
appointed the day before and made
up primarily of his military cronies.
He also holds the defense and foreign
affairs portfolios.

were found to have completed high
school and 19.9 percent had finished
four years of college, as of March
1987. -
Those figures compare to 74.7
percent and 19.4 percent a year earlier
and are up significantly from 68.6
percent and 17.0 percent in 1980.
By comparison, in 1940 only 24.5
percent of Americans aged 25 and
older had completed high school and
4.6 percent were college graduates.

roadside shops were open.

searches in the heart of Rangoon on
Wednesday after a nighttime attack
against City Hall and the main
government administration, residents
and officials said. No casualties were
reported,.
Saw Maung, 59, is known as a loyal
follower of strongman Ne Win, who
seized power in 1962 and instituted
a repressive, military-backed system
that turned resource-rich Burma into
one of the world's poorest nations.

Disclosure of CIA operation
draws fire from conservatives

a purported U.S. covert operation
in Nicaragua.
President Reagan referred to
Wright's comments as a "viola
tion" and said the speaker had
been indiscreet in telling reporters
Tuesday that the CIA hired oper
atives inside Nicaragua' to stir up
demonstrations against the leftist
government and damage peace
efforts. :
The administration refused to
either confirm or deny Wright's
report.
Rep. Henry Hyde, R-Ill., the
ranking minority member of the
House Intelligence Committee,
called Wright's assertions "Sandi
nista propaganda."
"It's appalling," Hyde said of
Wright's disclosure, which the
speaker said was based on CIA
testimony. "It's a no-win situation
for America. God help Americans
down there (in Nicaragua), that's
all I can say."
Hyde said he could neither
confirm nor deny the disclosure,
but added: "What he said is news
to me, and I serve on the Intel
ligence Committee ... I sure as
hell want to know who that
testimony is from and under what
circumstances he got it."
Inflation rate holds steady

SHREVEPORT, La.
Hundreds of angry black people
burned stores and rioted in the',
streets after a white woman fatally
shot a black man, and black
leaders warned Wednesday
against a recurrence of violence.
"We're sitting on a powder keg,"
said state Rep. Alphonse Jackson,
who called for a biracial anti-crime
committee.
His plea followed a meeting of
city officials and black leaders to
discuss the rioting that persisted
nearly five hours, until 3 a.m.
Wednesday, and which officials
said was related both to drugs and
racial problems.
Stores were looted and burned,
and rioters threw rocks and bottles
at whites. There were reports of
racial slurs and chants of "Hot
Biscuit," the restaurant where a
white teenager killed a black
teenager on Aug. 4, an incident
that set off racial tension in this
northwestern Louisiana city of
250,000.
