The official, Nikolai Belov, deputy director of the state com mittee on statistics, said his depart ment hasn't yet figured out how to measure inflation and therefore doesn't know how serious it is. But he acknowledged that wages rose nearly twice as fast as real income, a clear indication of inflationary forces in the economy.
