JERUSALEM Israelis vote on
Tuesday in an election tied to 11
months of violence that has cost the
lives of more than 300 Palestinians
and 10 Jews, including a rabbi's
daughter and her three children killed
in a weekend attack.
Sunday's firebomb attack on a bus
that killed 27-year-old schoolteacher
Rachel Weiss and her children was
expected to boost the chances of
Prime Minister Yitzhak Shamir of the
conservative Likud bloc, who advo
cates tougher measures against the
Arab uprising in the occupied lands.
"There's no question it will help
Likud," said Daniel Elazar, a political
analyst of the Jerusalem Center for
Public Affairs. "For most voters, this
will only reconfirm their beliefs, but
for those voters sitting on the fence
something like this could push them
off to the right."

Shiite Moslem kidnappers Monday
released a videotape of American
journalist Terry Anderson, who read
a message accusing the U.S. govern-
m'ent of preventing his release.
Copies of the tape were delivered
to; two Western news agencies in
Beirut four days after Anderson, 41,
spent a fourth birthday in captivity.
They were accompanied by a state
ment in Arabic from Islamic Jihad,
which holds Anderson.
In Los Angeles, President Reagan
denied his administration impeded
the release of the hostages.
"I don't think that was Terry
speaking," Reagan said of the video-
tape. "I think he had a script that
was given to him."
Republicans mock Dukakis identity crisis

The Republican ticket of George
Bush and Dan Quayle snickered in
unison Monday at Michael Dukakis'
late campaign declaration of liberal
ism in the race for the White House.
Dukakis was running as heir to a
great Democratic tradition of "caring
government" as he struggled to gain
ground. ,
"Miracle of miracles," taunted
Bush, who has waged a campaign
long effort to depict Dukakis as a
liberal outside the mainstream.
Quayle said he was glad the Massa
chusetts governor had resolved his
political "identity crisis."
Dukakis invoked the names of
Roosevelt, Truman and John F.
Kennedy as he campaigned in Cali
fornia, saying those Democrats stood
for "caring government and caring
political leadership. That's the kind
of president I want to be." -
'But at his first stop of the day,
Dukakis did not repeat his "I am a
liberal" statement that he made
Sunday after dodging the label for
months.
Public polls continued to show
Bush and Quayle as the solid leaders

Tel Aviv University's Jaffee Center
for Strategic Studies, said, "In this
election, that could be the difference
between a clear victory by one party
or a tie."
Polls taken before the attack and
published Monday in the newspaper

Reagan's chief spokesman, Marlin
Fitzwater, said the kidnappers were
trying to influence the U.S. election.
'This is a cynical attempt to use
the hostages to influence public
opinion and the only real answer is
for them to release the hostages
immediately," Fitzwater said. "It's
not clear what they are trying to
achieve, but it's obviously meant to
influence the (U.S.) election."
Anderson began his message,
which lasted two minutes and 35
seconds, by identifying himself and
saying the date was Oct. 30.
"Once again I have been given the

Democrats said their own private
surveys showed late gains for their
side, but Bush advisers said their
candidate was leading in virtually all
the large states that Dukakis would
need to carry to forge an upset. A
survey in Missouri gave Bush a 14
point margin.

campaigning, while carpenters
worked outside the Capitol in
Washington, ereciing the inaugural
stand where one of the would-be

with "running for the highest office
in the land by waging the lowest level
campaign in modern history" in a
five-minute network commercial to
be aired Tuesday night. In a bid to
steal one of Bush's most memorable
campaign lines, he said his values
not the vice president's would
make America "a kinder, gentler
nation."
Bush's latest commercials included
one depicting Dukakis as an incor

U.S., Soviet officials discuss
controversial radar system

GENEVA Top U.S. and
Soviet arms control officials met
Monday at the Soviets' request to
discuss the Krasnoyarsk radar in
Siberia that the United States says
violates the Anti-Ballistic Missile
treaty.
The delegations, headed by
William Burns, U.S. Arms Con
trol and Disarmament Agency
director, and Viktor Karpov, the
head of the arms control desk at
the Soviet foreign ministry, met at
the Soviet diplomatic mission, said
a U.S. spokesman speaking on
condition of anonymity.
He said the meeting had been
requested by the Soviets and that
the talks were expected to last "a
few days."
"Our purpose in these talks is
to listen to the Soviet proposals
and to clarify Soviet positions on
actions that they are prepared to
take to correct the Krasnoyarsk
problem," the spokesman said.
The Soviet government
announced last week that it was
giving the controversial radar site
to the Soviet Academy of Sciences
for use as a civilian-run interna
tional space research center.
Contacts with North Korea
WASHINGTON The Uni
ted States on Monday took ten
tative steps toward ending decades
of hostility with North Korea by
relaxing some trade, travel and
diplomatic restrictions against the
communist nation.
State Department spokesman
Charles Redman said the steps
were being taken in support of the
efforts by South Korean President
Roh Tae Woo to promote the
eventual peaceful reunification of
the Southeast Asian peninsula.
Redman said the United States
will encourage unofficial, non
governmental visits from North
Korea in academics, sports, cul
ture and other areas.
Redman said financial regula
tions are being revised to permit
group travel by Americans on a
case-by-case basis to North Korea,
which is one of the few countries
in the world with which the United
States does not have diplomatic
relations.
American diplomats will be
allowed substantive contact with
North Korean diplomats for the
first time in almost a year, Red
man said.
In addition, the spokesman
said, commercial exports of

City sets homicide record
WASHINGTON - The
nation's capital set a grisly stand
ard Monday when police recorded
the 288th homicide of 1988, a city
record for the most homicides in
a single year.
The 288 deaths exceeded the
previous mark of 287 homicides
set in 1969. Authorities blamed the
upsurge in violence on drugs.
The latest victim was identified
only as a Hispanic male who died
at about 6 a.m. at Washington
Hospital Center, according to
Shannon Cockett, a spokeswo
man for the Metropolitan Police -Department.
It was not known how the man
got to the hospital. Homicide -detectives
believed he may have
been stabbed at about 8 . m.
Sunday.
Police Chief Maurice Turner
has blamed the high number of
slayings on violent turf battles
between drug dealers. Sixty per
cent of the year's homicides have
been drug-related, Turner said,
compared with 33 percent as
recently as 1986.
Actor Houseman dies
MALIBU, Calif. Actor John
Houseman, who gained wide fame
late in life for his Oscar-winning
role as a law professor in the movie
"The Paper Chase" after a long
career as a theater , and film
producer, has died, a friend said
today. He was 86.
Houseman died during the night
at his home, said Ivan Goff, a
family friend and Hollywood
scriptwriter. Houseman died of
spinal cancer.
The Romanian-born House
man became a household name
while in his 70s as professor
Charles W. Kingsfield in "The
Paper Chase," a role he first played
in the 1973 film and then in the
television series.
He parlayed that fame and his
distinctive speaking style into a
lucrative series of commercial
endorsements, including ads for
the investment firm Smith, Barney
in which he intoned, "They make
money the old-fashioned way
